ORDER:

In the G.O. 1st read above, orders-were issued directing the Departments of Secretariat that in respect of posts in the State and Subordinate Services where the percentage earmarked for direct recruitment falls short of 30% it should be increase atleast to 30% as recommended by the one-Man Services Rules commission. The Departments of Secretariat were also requested to amend the special Rules/Ad-hoc Rules with which they are concerned.

2. In the G.O.2nd read above, the Departments were requested to ensure that while filling up the vacancies intended by promotion/recruitment by transfer in respect of both selection and non-selection posts, the appointing authorities should ensure that promotions/appointment by transfer be made only for the actual promotion quota set apart and that no promotions are made against the quota meant for direct recruits so as to avoid its adverse effects on the cadre positions.

3. The Joint Action Committee of Employees, Teachers and Workers has represented among other things that in several Departments direct recruitment is resorted to several posts without regard to the rules and that the direct recruitment is not confined to 30% of the posts as recommended by the One-Man Commission. They have suggested that to avoid excess recruitment to any particular quota, the Special/Ad-hoc rules may be amended that direct recruitment should not exceed the prescribed percentage of cadre strength at any given time. The High-Power Committee which considered the above suggestion of the J.A.C.E.T.W. recommended that the earlier instructions of the Government be re-iterated.

4. Government accept the recommendations of the High-Power Committee. All the Departments of Secretariat and Heads of Departments are requested to ensure that in the recruitment process there should be no violation of the quota/rota system and that the direct recruitment is made strictly to the extent of percentage prescribed.in the Adhoc or Special Rules.
