Public Services - Compassionate Appointment to the dependents of Government employees who retire on Medical Invalidation - Ranga Reddy District - Compassionate Appointment to the Dependent of certain employees who were retired on Medical Invalidation on the recommendations of the District level Committee of Officers and who were not having five (5) years of left over service on the date of placing the proposal before the District Level Committee of Officers – Orders - Issued.

 ORDER:
 
        In the G.O. first read above, orders were issued approving the scheme of Compassionate appointment to the dependents of Government employees who retire on Medical Invalidation. In the G.O. second read above, it was ordered that the benefit of the compassionate appointment to the dependents of the Government employees shall be applicable, in the cases where the Government servant retired on medical grounds has a left over service of 5 years on the day, the employee was permitted to retire irrespective of the age of superannuation prescribed for the posts and services.

 2. In the G.O. third read above orders were issued detailing the procedure to be followed in considering the cases of Government employees for retirement on Medical Invalidation and also to recommend Compassionate appointment of their dependents.

 3. In the reference fourth read above, pursuant to the agreement entered into by the Government with the Joint Action Committee of Employees, Teachers and Workers, it was decided that each case of retirement of Medical Invalidation, be examined and to condone cases where there in short fall in the required five years of left-over service if that short fall was occasioned by administrative delay.

 4. In the reference 5th read above, the District Collector, Ranga Reddy District furnished the details of cases considered during the period from 9.6.1998 to 23.4.2001. The District Level Committee of Officers of Ranga Reddy District held its meeting on 3.5.1999, 27.7.1999, 12.11.1999 and 30.5.2000. The District Level Committee of Officers, Ranga Reddy District, rejected 8(eight) cases for compassionate appointment to the dependents as the left-over service fell short of required 5 years.

 5. In pursuance of the agreement entered into by the Government with Joint Action Committee of employees, Teachers and Workers, all the above 8 (Eight) cases were examined carefully by the Government. In the following 4 (Four) cases by the time the proposals were received for placing them before the District Level Committee of Officers by the Collector, Ranga Reddy District, required 5 years left over service was available.


1. Smt.M.Sukanya, Head Nurse, T.B. Sanitorium, VKB, Medical & Health Department.

2.Sri G.Yadaiah, Village Development Officer, Grade-I Mandal Parishad, Maheshwaram, (PR) Department.

3. Sri T.Govinda Rao, Manda) Educational Officer, Mandal Development Office, Peddemul, (PR) Department.

4. Sri B.Ratnaiah, Attender, Zilla Parishad High School, Bollaram.

            But, however, by the time the meeting of District Level Committee of Officers could take place, the above employees did not have 5 (five) years of left-over service.

Therefore, Under Rule 31 of A.P. State & Subordinate Service Rules 1996, the Government hereby relax the requirement of 5 years left over service on the date of retirement on Medical Invalidation prescribed in G.O. 2nd read above in favour of the above 4 (four) employees. Consequently, the District Collector Ranga Reddy District is directed to request concerned appointing authority to take necessary action to consider Compassionate appointment to the dependents of the above 4(Four) employees. It shall, however, be necessary that the person to be considered for Compassionate appointment shall fulfil all other qualifications/conditions required by the relevant rules on the date on which the employee was permitted to retire.
