ORDER:
In the G.O. 2nd read above orders were
issued reconstituting a common District Selection Committee for recruitment to
the posts both in Government Departments and Panchayati Raj hollies in the district
with the following composition: -
1) District Collector - Chairman
2) Joint Collector -
Member
3) District Development Officer - Member
2. It was also ordered in the said G.O. that selection should be
based on both written and oral tests as was done in the past as per the
guidelines issued in the G.O. first read above. The District Selection
Committees could not however go ahead with the process of recruitment due to
stay orders granted by the High Court or Andhra Pradesh on certain W.Ps. filed
before it, challenging the validity or the re-constituted District Selection
Committees. The High Court or Andhra Pradesh in its judgement dated 19-8-1992
upheld the validity or the orders issued in the G.O. second read above. During
the pendency or W.Ps. Government in Panchayati Raj Department issued G.O.Ms.No.139,
P.R. & R.D. (Esst.VIII) Dept., dated 24-3-1992 making an adhoc rule superseding
the earlier statutory rule issued through G.O.Ms.No.393, P.R. & R.D. Dept.,
dated 24-6-1987 constituting a separate District Selection Committee for the
posts as shown in the Annexure to that order. Consequently, the following posts
in Group-IV Services (other than the posts in the Offices or Heads or
Departments. Secretariat Departments, Panchayati Raj Bodies, and the Andhra
Pradesh Judicial Ministerial Services) in Subordinate Offices are now under the
purview or the District Selection Committees reconstituted in the G.O. first
read above: -
1) Junior
Assistants/Junior Auditors/L.D. Accountants in all offices
2) Typists and Junior
Stenographers or L.D. Cadre in all Offices
3) Security Clerks
4) Librarians and
Assistant Librarians
5) Cash Keepers
6) Stewards
7) Assistant Stewards
8) Linen Keepers
9) Laundry Supervisors
3. In the reference third read above all the Collectors have been
informed that the Procedure to be followed for recruitment to the Posts in
Group-IV Services through District Selection Committees is under consideration
and they have been requested to a wail rur1hcr orders or the Government.
4. Government have carefully examined the entire issue relating
to recruitment to the posts in Group-IV Services which are under the purview or
District Selection Committees and have decided that the process or recruitment to
the posts mentioned in rara 2 above be taken u[ through the District Selection
Committees and that the recruitment should be confined for the present to the
backlog vacancies in respect of Scheduled Castes and Scheduled Tribes and the
carried forward vacancies in respect of physically Handicapped persons. It has also been decided that for recruitment
to the posts in Group-IV Services through the District Selection Committees the
scheme and the guidelines as envisaged in the G.O. first read above be adopted.
The scheme prescribing the procedure to be followed by the Dist. Selection
Committees as envisaged in the G.O. 1st read above with slight modifications
lo be followed by the District Selection Committees for recruitment to the
posts in Group-IV Services is appended.
5. The Commissioner of Land Revenue and all the district
Collectors are requested to take immediate necessary action accordingly.
