ORDER:
In the G.O first read above. orders were issued that in the mailer of direct recruitment for posts for which women and men are equally suited, there shall be reservation lo women to the extent of 33 1/3% of the posts in each category of O.C., B.C-A., B.C-B., B.C-C., B.C-D. S.C.. S.T., and Physically Handicapped and Ex.Service women quota and that if sufficient number of women candidates are not available, the vacancies shall be filled by men. In the G.O. second Read above an amendment to the rule 22-A of the Andhra Pradesh Stale and Subordinate Service Rules has been issued to this effect.
2. The Government considered that for implementation of reservation for women in Public Services it is imperative to fix roster points for women in the existing 100 point roster provided for each category of Scheduled Castes, Scheduled Tribes, Backward Classes in terms or General Rule 22 of the Andhra Pradesh State and Subordinate Service Rules. The reservation for women is in the nature of "Compartmentalised horizontal reservation" to ensure this objective after careful consideration, it is decided to earmark the first vacancy in each vertical reservation category, including the General Category, i.e. S.C., S.T., B.C., and O.C., categories and every subsequent third vacancy shall be filled in by women. Accordingly, 5 points in S.C., 2 points in S.Ts., 2 points in B.C. Group-A, 4 points in B.C. Group-B. 2 points in B.C. Group-D and 18 points in O.Cs. are earmarked for women. It is also decided that B.C. Group-C with only one point in 100 vacancies, the vacancy reserved in every 3rd 100 points roster shall be given to women.
3. In pursuance of the above decision, a statement showing the existing roster points in each of the said categories and the roster points fixed for women is annexed to this order.
4. All the recruitment agencies under the Government and the Government undertakings, Quasi Government Institutions including Government aided Institutions and Local Bodies whose services are governed by the Andhra Pradesh State and Subordinate Service Rules are directed to observe the Roster points fixed for women, They should ensure that the reservation for women is reason for not filling the vacancy earmarked for women candidates before the vacancy is filled up by the men candidates, Any deviation or lapse in this regard will be viewed Seriously.
5. Necessary amendments to the Andhra Pradesh State and
Subordinate Service Rules will be issued separately.
