ORDER:
The Andhra Pradesh General Service Class XXVIII Section Officers in Secretariat issued vide G.O. Ms. No. 58 General Administration (Ser. B) Department, dated 16.01.1971 in the table under sub-rule (2) of Rule 4 of the said old rules, for Direct Recruitment or Recruitment by Transfer to the post of Section Officers in Law Department, the qualification of holding a Degree in Law of University in India and also shall have passed the examination in Law of Practice and procedure of the Andhra Pradesh Bar Council have been inter-alia prescribed. In the proviso to sub-rule (2) or Rule 4 of the said Old Rules it has been provided that three and not more than three of the posts of Section Officers in the Law Department may be filled by recruitment by transfer of Assistants (now Assistant Section Officers in that Department who do not possess the qualifications mentioned therein. But under Andhra Pradesh Secretariat Service Rules issued in G.O. Ms. No. 445, General Administration (Ser. B) Department dated: 29-10-1988, no such provision has been made due to which Assistant Section Officers (Non-Legal) working in the Law Department since 1975-1976 have become ineligible for the promotion to the post of Section Officers (Non-Legal). To overcome the difficulty and protect the interest of the non-legal Assistant Section Officers working in the Law Department the Government have decided to amend the Andhra Pradesh Secretariat Service Rules suitably.
2. Accordingly, the following notification will be published in the Part-I Extraordinary of the Andhra Pradesh Gazette.
NOTIFICATION
The amendment hereby made shall be deemed to have come into force with effect from 19th June 2000.
AMENDMENT
NOTE: "The persons who promoted as Assistant Section Officers after passing the Four papers test conducted by the Andhra Pradesh Public Service Commission and not having either a Law Degree or any other Degree and who are already in Service on 19th June, 2000 may also be appointed by transfer as Section Officer in the Law Department, provided that the number of such non-law graduate Section Officers shall be three and not more than three".
