2. In the implementation of the above rule, it has come to the notice of the Government that seniors who are working outside the regular line are drawing less pay in the outside post then the juniors who are appointed to special Grades/SPP/SAPP in the parent departments.

In order to rectify the anomalous situation, Government hereby order that employees who are on other duty outside the regular line shall also be allowed the benefit of pay fixation consequent to their appointment to Special Grade/SPP/ SAPP in the parent cadre and their pay in Special Grade/SPP/SAPP do Regulated based in their pay in Special Grade /SPP/SAPP in the parent departments.
4. Accordingly, to the following amendment to the Government Order first read above is issued.
Para (A) (iv) of part-I of appendix to the Government order 1st read above shall be substituted by the following: -
iv)
" In respect of persons who are on other duty, so long as they retain their
liens in their parent cadre, their claims for appointment to the special Grade Post
shall also be considered and their right shall be protected by giving them the benefits
of such appointment. The pay of such appointment in the outside post may be regulated
taking into consideration the pay in the Special Grade Posts in the parent cadre.
Para (B) (vi) of part-I of Appendix to Government order 1st read above shall be
substituted by the following:
(vi) "such of the employee who are on the other duty outside the regular line shall also be considered for appointment to the special promotion posts and where they are eligible and qualified for such appointment they shall be given the benefit of such appointment. The pay of such appointees in the outside posts shall be regulated taking· into consideration the pay in the special promotion posts in the parent cadre, such special promotion posts however shall not be reckoned for purposes of calculating total number of posts in the concerned cadres to ensure that the approved cadre strength is not exceeded as per para (B) of part-II below·.
Para (C) (v) part-I of Appendix to Government Order 1st read above shall be substituted by the following:
(v) "Persons who are on other duty outside the regular line shall also be considered for these special adhoc promotion posts. They shall, if eligible, be allowed the benefit of pay fixation of such appointment in their parent posts and their pay in the outside posts may be regulated taking into consideration the pay in the special adhoc promotion posts in the parent departments.
5. The clarification issued against item 7 in the statement in para 1 of the memo second read above shall be.
6. This order shall come into force from 1st April, 1981 i.e., date from which orders in Government Order 1st read above were given effect to.
