ORDER:
In the G.O. first read above, orders have been issued for conducting two Special General Educational Tests i.e., one of S.S.C. standard and the other of Degree Standard so as to enable certain employees working in the Department of Secretariat to qualify themselves for promotion to the category of Assistant Section Officers. Based on the suggestion of the Andhra Pradesh Public Service Commission the benefit of General Educational Test was also extended to the employees working in the Heads of Departments, in the G.O. Second read above, so as the enable them to qualify for promotion as Senior Assistants. Subsequently in the G.O. third read above orders have been issued for conducting Special General Educational Tests of SSC (Group-IV) and another of Degree standard for the employees working in the Departments of Secretariat as well as in the Heads of Departments and Directorates as specified therein.
2. The Assistants (Dispatch, Records and Tappals) in the category 7 (a) and (b) in the Andhra Pradesh Secretariat Subordinate Services working in the A.P. Secretariat who are appointed on or before 03.04.1988 and non-graduates have requested to conduct General Educational Test of Degree standard as one time measure again so as to enable them to become eligible for promotion to next higher categories.
3. The Andhra Pradesh Non-Gazetted Officers' Association also made a representation to the Government for conduct of IV Paper test of General Educational Test for conversion/ promotion of typists etc., as Senior Assistants which was stopped long back.
4. The Government have examined the matter in consultation with the Andhra Pradesh Public Service Commission and decided to give the last and final chance by conducting Special General Educational Test (GET) of SSC (Group-IV) and another Degree Standard for the employees mentioned below:
1. S.S.C.
(Group-IV) Standard:
For employees working
in the Heads of Departments and Directorates:
The Typists and
Steno-Typists appointed prior to 31-10-1980 to qualify themselves for promotion
as Senior Assistants or for conversion as Junior Assistants.
2. Degree
Standard:
(i) for
employees working in the Offices of Heads of Depts. and Directorates:
Junior Assistants
(Promoted from the category of Record Assistants etc.,) Typists and
Steno-Typists appointed after 31-10-1980, to qualify themselves for promotion
as Senior Assistants.
(ii) For
employees working in the Depts. of Secretariat
Assistant (Dispatch, Records and Tappals) working in Departments of Secretariat for promotion as Assistant Section Officers.
5. The Andhra Pradesh Public Service Commission which has been consulted in the matter has agreed to conduct the aforesaid two types of General Educational Tests Viz., one of SSC and the other of Degree standard for the benefit of the categories of employees referred to in para (4) above.
6. Accordingly, the Government hereby direct the Andhra Pradesh Public Service Commission to conduct the General Educational Tests as indicated at Para (4) above at an early date.
