In the G.O. first cited, an adhoc rule was issued in regard filling up the backlog vacancies belonging to the Scheduled Castes and Scheduled Tribes within two months duly waiving the written examinations and interview for limited recruitment to be conducted by the recruiting agencies.

2. In the G.O. second cited orders were issued authorising the District Collectors for issue of Notification at the District Level for recruitment for filling up of backlog vacancies of Scheduled Castes and Scheduled Tribes in Group IV Service under the purview of the District Selection Committee within two months. The Special thief Secretary and Chief Commissioner of Land Administration was requested to prepare a common specimen / model notification form and supply them to all the District Collectors for the purpose of uniformity.

3. In the G.O. third cited, instructions were issued by the Finance & Planning (FW. SMPC) Department to fill up backlog vacancies of Scheduled Castes & Scheduled Tribes in various Departments.

4. In the U.O. Note fourth cited the Departments of Secretariat and All Heads of Departments were requested to obtain the information relating to the backlog vacancies in various categories of posts belonging to Scheduled Castes & Scheduled Tribes which are within the purview of the A.P. Public Service Commission and which are intended for Direct recruitment from their respective Heads of Departments, for reporting to the A.P. Public Service Commission and to notify the same for recruitment and to complete the process as per the conditions stipulated in the G.O. third cited.

5. In the letter fifth cited, a common model notification was issued by the Chief Commissioner of Land Administration to all the District Collectors for the purpose of uniformity and guidance to fill up the backlog vacancies of Scheduled Castes & Scheduled Tribes in subordinate offices in the Districts under Group-IV Services.

6. In the G.Os sixth and seventh cited orders were issued extending the time limit of two months prescribed in the G.O. first cited for filling up of the backlog vacancies of Scheduled Castes & Scheduled Tribes by one more month.

7. It has been brought to the notice of the Government that certain departments are yet to issue the notification to fill-up the backlog vacancies of Scheduled Castes & Scheduled Tribes. For guidance of all the departments, copy of the notification format communicated by the Chief Commissioner of Land Administration to the District Collectors is enclosed, as a model to be adopted with needed modifications. All the Departments of Secretariat and all Heads of Departments are requested to take immediate action to fill up the backlog vacancies belonging to Scheduled Castes & Scheduled Tribes and complete the recruitment process invariably before the extended time limit. It is further informed that non-implementation before the time set would be viewed, seriously and the same would entail severe disciplinary action against those responsible.

8. The Social Welfare (ROR) Department are requested to review the progress of the recruitment from time to time.
