ORDER:

    In the reference first read above, the Government of India in their Notification orders were issued relaxing the educational qualifications in respect of ex-servicemen for their re-employment against reserved posts in the Central Government Departments to the categories of Group-C and Group-D posts, which are Clerical / Accountants etc., i.e., Clerks, Typists, Stenos etc.

2. In the reference second read above, the Director, Sainik Welfare had requested the Government to implement the orders of the Government of India in the State of Andhra Pradesh relaxing the educational qualifications in respect of ex-servicemen for their re-employment against reserved posts in the State Government, Government Undertakings and Local Bodies.

3. The Government after careful examination of the proposals issue, the following orders.

(i) The posts covered under Group-Il-B, Group-Ill and Group-IV which are clerical and equivalent to Group-C and Group-D of Central Services. The minimum general qualifications prescribed for Group-C and Group-D posts of Central services and Group-11-B and Group-III of State services is Degree.  Hence all the posts covered under Group-II-B and Group-III and Group-IV has been considered and relaxed by educational qualifications in favour of ex-servicemen as prescribed the education qualification of Government of India in the reference first read above, is as follows:

(A) For appointment to any reserved vacancy in Group-C posts a matriculate ex-servicemen (which term includes an ex-servicemen who has obtained the Indian Army Special Certificate or Education or the corresponding Certificate in the Navy or the Air Force) who has put in not less than 15 years of Service in the Armed Forces of the Union may be considered eligible for appointment to the posts for which the essential educational qualifications prescribed is graduation and where;

 

(i) Work experience of technical or professional is not essential; or

 

(ii) Though non-technical professional work experience is prescribed as essential, yet all Appointing Authority is satisfied that the ex-servicemen is expected to perform the duties of the posts by undergoing on the job training for a short duration.

 

(B) For appointment any reserved vacancy in Group-C and Group-D post where the prescribed minimum education qualification is matriculation, an ex-servicemen who was passed Army Class-I examination or equivalent examinations in the Navy or the Air Force and who has put in at least 15 years of service in the Armed Forces of the Union and is otherwise considered fit to hold the post, will be considered for appointment in view of the experience and other qualifications.

 

(c) For appointment to direct recruitment vacancy reserved for ex-service men, if sufficient number of candidates belonging to the category of ex-servicemen are not available on the basis of general standard to fill such vacancies reserved for them, candidates belonging to such category may be selected under relaxed standard of selection to make up the deficiency in the reserved quota subject to the conditions that such relaxation will not effect the level of performance by such candidates.

4. The above orders shall come into effect from the date of issue of this order.

5. The General Administration (Services) Department will issue necessary amendment to Andhra Pradesh State and Subordinate Service Rules and Andhra Pradesh Ministerial Services Rules.
