ORDER:
In the G.O. 1st read above, orders have been issued
accepting the recommendations of the Cabinet Sub-Committee on service Matters to
consider the appointments on Contract Basis to the post of Panchayat Secretaries
with a Basic Pay of Rs. 2870/- + H.R.A. + D.A. to the dependents of Government Employees
who retired on Medical Invalidation before issue of G.O. Ms. No. 202, G.A. (Ser.
A) Department, Dated: 27-04-2002. Government after careful examination prescribe
the following terms and conditions for contract appointments to the dependents of
Government Employees who retired on Medical Invalidation before 27-04-2002:
1. Appointments: The appointment of individual on contract basis shall be under Rule 9 of Andhra Pradesh State and Subordinate Service Rules, 1996. A person so appointed shall not be regarded as a member of the Service to which he is appointed is included and shall not be entitled by reason only of such appointments to any preferential right to any other appointment in that or in any other Service.
The Panchayat Secretary taken on contract basis shall execute an agreement on a Non-Judicial Stamp Paper of Rs. 110/- with two witnesses to the Appointing Authority concerned at the time of reporting to duty, agreeing to the conditions of contract. The selected candidates should report to duty within 15 days from the date of appointment.
The General Rule 22 of Andhra Pradesh State and Subordinate Service Rules shall be followed for observing Rule of Reservation.
The pending cases of Medical Invalidation exceed the number
of vacancies by 307 in 8 Districts. These excess candidates in the 8 Districts shall
be appointed as Additional Panchayat Secretaries and they will be deployed in the
Major Panchayats to assist the existing Panchayat Secretaries.
2. Qualifications: The minimum qualification for Contract Appointment shall be Intermediate or its equivalent. The persons having 10th Class qualifications or less than Intermediate will be taken as and when they acquire Intermediate Qualifications.
3. Age: The minimum
and maximum age is 18 and 33 years respectively.
4. Remuneration: The remuneration
per month shall be Rs. 2,870/- + H.R.A+ D.A. No Other Allowances or Monetary Benefits
are permissible.
5. Contract Period: The
contract period shall be for a period of one year from the date of appointment which
is renewable.
6. Expenditure: The expenditure shall be debited to the following Head of A/c.

7. Reporting: The. persons taken on contract basis shall report at the place of appointment, at his / her own cost.
8. Working Hours: The working hours of individuals taken on contract basis is same as that of regular employees working in the Department.
9. Leave: The Panchayat
Secretaries working on contract basis are eligible only for Casual Leave on par
with regular employees in the Department. They are not entitled for any kind of
other Earned Leave, Half Pay, Medical Leave etc.
10. If any of the parties want to revoke the contract or to
discontinue the contract, they can do so by giving one month notice on either side.
11. This contract would automatically cease to operate and
lapse at the end of contract period when both the parties will be discharged from
their respective obligations and liabilities without any formal or informal communication.
12. Nativity: The candidate
should be a native of the concerned District in which he / she is appointed. The
natives of Hyderabad are not eligible to be appointed as Panchayat Secretaries as
there is no post of Panchayat Secretary in Hyderabad.
13. Discipline: In respect of Code of Conduct and Discipline,
the A.P.C.S. (C.C. & A) Rules, 1991 will be applicable to the Panchayat Secretaries
appointed on contract basis. A specific condition to this effect will be included
in the contract format.
14. The persons who are eligible as per G.O. 1st read above only can be considered for the appointment as Panchayat Secretary.
15. Appointing Authority: The Appointing Authority is the
District Collector as per the orders issued in G.O. Ms. No. 295, P.R. & R.D.
(Mdl. II) Department, Dt. 02-08-2002.
16. The Commissioner of Panchayat Raj and Rural Employment
shall be consulted for any clarification in the implementation of these orders.
2. All the Collectors and Dist. Magistrates /
all the Chief Executive Officers, Z.Ps., / all the Dist. Panchayat Officers are
requested to take necessary further action immediately.
3. This order issues with the concurrence of Finance
(SMPC) Department vide their U.O. No. 10845-A/302/A3/SMPC/2003, Dated: 26-04-2003.
