ORDER:
In the G.Os first and second read above, orders were issued ratifying certain irregular appointments made by the Sarpanches during the period from 06.02.1981 to 31.05.1982.
2. In the reference third read above, the Commissioner, Panchayat Raj & Rural Employment, Hyderabad has furnished proposals for ratification of the appointments of (26) individuals who were appointed by the Sarpanches during the period from 06.02.1981 to 31.05.1982 i.e., after provincialization of Gram Panchayat Employees, as was done in G.O.Ms.No.278, PR & RD (Estt.lV) Dept., dated 01.05.1987 and G.O.Ms.No.557, PR & RD (Estt.IV) Dept., dated 16.09.1989.
3. Government, after careful examination of the proposals,
hereby ratify the action of the then Sarpanches for having appointed the
persons during the period from 06.02.1981 to 31.05.1982 shown in the Annexure
to this order, subject to the following conditions: -
1.
That the Gram Panchayat employees appointed by the Sarpanches during the period
between 06.02.1981 to 31.05.1982 has possess the requisite prescribed
qualifications and;
2.
The expenditure on staff i.e., entire general establishment of the Gram Panchayat
excluding R.W.S. Staff shall not exceed 30% of normal income of the Gram
Panchayats.
