ORDER:

In the G.O. 1st read above, orders were issued de-reserving the 6th point in 100 point roster reserved in favour of Visually Handicapped (Women) and making the said 6th point as general (i.e.) Visually Handicapped (open) on par with roster point 31 and 56 in order to make uniform reservation in favour of Visually Handicapped, Hearing Handicapped and Orthopaedically Handicapped.

2. In the G.O. 2nd read above; orders were issued reserving the 6th roster point in favour of Visually Handicapped (Women) to provide 33 1/3% reservation for women.

3. In the letter 3rd read above, the Commissioner, Disabled Welfare has submitted that the orders issued in the G.O. 1st read above reserving 6th point as Visually Handicapped ( open) were in force at the time of issue of orders on Special Recruitment Drive for filling up of the backlog vacancies reserved for disabled vide G.O. Ms. No. 9, Women Development, Child Welfare and Disabled Welfare Department, Dated: 26-02-2002, Government have extended the period of Special Recruitment Drive up to 31-03-2005 vide G.O. Ms. No. 14, Women Development, Child Welfare and Disabled Welfare Department, Dated: 20-07- 2004. The backlog vacancies reserved for disabled were filled up in certain Departments. Keeping in view the orders issued in G.O. 1st read above, some of the Departments have also notified vacancies and selections are under progress.

4. At this stage, Government in the G.O. 2nd read above issued orders reserving 6th point in the roster in favour of Visually Handicapped (Women). In view of these orders, the entire process of selection would be affected, since more number of disabled men candidates are available, while disabled women candidates are few. Further, Visually Handicapped Persons have to wait for a long time to get employment till the 106th vacancy falls vacant. They, therefore requested to consider declaring the 6th point as Visually Handicapped (open). The Commissioner, Disabled Welfare requested that the orders issued in G.O. 2nd read above may be kept in abeyance till 31-03-2005, so that the process of filling backlog vacancies of disabled is not affected.

5. Government after careful examination hereby keep the orders issued in G.O. 2nd read above in abeyance till the end of March 2005.

6. The Commissioner, Disabled Welfare is requested to take action in the matter accordingly.
