Sub: Public Services- Subordinate Services - Compassionate appointment of Son / Daughter / spouse of the Government employees who retire on Medical Invalidation - Certain Instructions - Issued.

In the reference first cited, comprehensive guidelines were issued on scrutiny and recommendations of appointments on compassionate grounds to the dependents of Government employees who retire on Medical Invalidation. Among others, the Constitution of Medical Boards to examine and issue Certificate of Medical Invalidation of Government Employees suffering with diseases was ordered. It is mentioned therein that out of the two Civil Surgeons in the Board, one Civil Surgeon shall be from the Specialist of the disease with which the employee is suffering with.

2. The Department concerned in which the employee is working shall submit his application for retirement on Medical Invalidation duly furnishing the case history of the disease with which the employee is suffering. The same shall be sent to the Medical Board for its examination so as to make appropriate recommendation on the Medical Invalidation of the employee. This will enable both the Medical Board and also the District Level Committee of Officers as well as the State Level Committee of Officers to make appropriate analysis on the application for retirement on medical grounds.

3. In the reference second cited, a proforma was prescribed to furnish information so as to place the matter before the State Level Committee of Officers to consider retirement of Government Employees on Medical Invalidation. The proforma has been reviewed and it is decided to modify SI. No. 5 of the proforma as follows.

SL.No. 5 (a) Whether the case history record of the disease with which the Government employee is suffering was furnished to Medical Board (Copy enclosed)

 

   (b) Name of the Medical Board by which the Medical Invalidation Certificate was issued and the date on which the said Certificate was issued.

4. The proforma, as modified, is enclosed herewith. Hither to no proforma was prescribed to furnish information to place the proposals before the District Level Committee of Officers. It is decided and direct to follow the proforma enclosed, to place the proposals before the District Level Committee of Officers and State Level Committee of Officers to consider and recommend the retirement of Government Employees on Medical Invalidation and appointment to their dependents on compassionate grounds.

5. All the Departments of Secretariat/all the Heads of Department/all the District Collectors and all the Appointing Authorities shall follow the above instructions scrupulously without any deviation.
