In
the Government order 1st cited, instructions were issued permitting
Government Servants to surrender Earned Leave not exceeding 15 days once in a
year without actually going on leave and to receive leave salary in lieu of the
leave so surrender. If the interval between two surrenders is 24 months or longer,
the Government Servants were permitted to surrender earned leave not exceeding 30
days.
2. Government have
decided that the encashment of Earned leave for the financial year 2002-2003
shall be as indicated below:
1. Sept. &
Oct., 2002 Last Grade Employees
2. Nov. &
Dec., 2002
3 Jan. & Feb.,
2002 NGOs including Police personnel and Teachers. Gazetted Officers.
3. The instructions
issued in the reference 5th cited shall also be followed during the financial
year 2002-2003.
4. Government hereby
permit those employees who have a balance of more than 225 days of Earned Leave
as on 30th June, 2002 to surrender Earned Leave without waiting for their
turn.
5. Further, as per
the instructions contained in Circular Memo. No.50798/ 1063/FR.1/79-1, dated 22.11.1979, that in the
case of employees who surrender Earned
Leave as on 1st January or 1st July in any year,
the number of days of Earned Leave
surrendered should in the first instance, be deducted from the Earned
Leave account and there after the
advance credit of earned leave as per eligibility due for that half year has to be added as on 1st January
/ 1st July also be followed during the current financial year 2002-2003.
6. The Departments
of Secretariat / Heads of Departments are requested to keep these instructions
in view while sanctioning the encashment of earned leave during the financial
year 2002-03.
7. All Treasury
Officers / L.F. Audit Authorities, Pay & Accounts Office, Hyderabad and
Deputy Financial Adviser, Projects / Directors of Accounts of Major Projects
are requested to follow these instructions scrupulously while dealing with the
bills for encashment of earned leave during the financial year 2002-2003.
