In the
Government Memo cited instructions were issued to the effect that, meetings of
the Departmental Promotion Committees should be convened after ascertaining the
convenience of Members and that in the event of all the Members not being
present in the first instance, the Committee may, to avoid, W1due delay make recommendations
at its adjourned meeting in case more than half of the number of Members are
present at the said meeting. Even this arrangement also is resulting in considerable
delay and in order to avoid even least possible delay, it has been decided that
-
(i) the Departmental Promotion
Committee meetings should be convened after ascertaining the convenience of
Members;
(ii) the Chairman shall preside at all
meetings of the Committee; and
(iii) the absence of any member, other
than the Chairman, shall not invalidate the proceedings of the Committee, if
more than half the members of the Committee had attended its meetings.
2. All the Departments of Secretariat and
Heads of Departments are requested to strictly adhere to the time schedule
fixed for convening the meetings of the Departmental Promotion Committee and to
avoid complaints of delay in making promotions, in future.
