DUTIES AND RESPONSIBILITIES OF THE STAFF OF THE COOPERATIVE
CENTRAL BANK UNDER THE
RE-ORGANISED STAFFING PATTERN
(AS SUGGESTED BY RESERVE BANK OF INDIA)
1. The
General Manager shall be the Chief Executive having control over the entire
administration of the Bank;
2. He shall
be the Officer to sue or be sued on behalf of the Bank;
3. He shall
be responsible to the Board of Management for implementing the resolutions of the
Board and the General Body;
4. He shall be responsible for implementation of the various policies and instructions of the Government, Reserve Bank of India, Registrar of Coop. Societies and Andhra Pradesh State Cooperative Bank.
5. He shall
maintain liaison with the District Collector, District Cooperative Officer and
other Officials in the District as well as liaison with the State Officials for
implementation of the various developmental schemes of the Government.
6. He shall
be responsible for determining the duties and responsibilities including work
loads of the various employees in the Bank keeping in view the guidelines
issued by Registrar of Coop. Societies in this behalf.
7. He shall
arrange for the day-to-day administration of the Bank through the Deputy
General Managers, Assistant General Managers, Managers and other staff of the
Bank who shall function under his control and supervision.
8. He shall have general custody of all the properties of the Bank subject to specific responsibility and custody entrusted to several. officers of the Bank who shall also be responsible for the properties placed under their exclusive control;
9. He shall
have power to appoint, transfer, promote and also take disciplinary action
against the employees as provided in the rules and regulations that are in
vogue;
10. He shall
convene meetings of the Board of Management as often as necessary in the
interest of the business of the Bank, attend the meetings arrange for recording
the proceedings of meeting and take follow up action for implementation of the decisions
taken thereat;
11. All Bonds
in favour of the Bank shall be in his name (by designation) and all Bonds by
the Bank, other than those for borrowings, shall be executed by him:
12. He shall
ensure proper functioning of the three wings of the Bank viz., Banking,
Administration and Development and for coordination of the activities between
one Department and another;
13 He shall
be responsible for achieving the objects of the Bank as laid down in the
Byelaws and to take all measures necessary for carrying out the objects of the
Banks and for promotion and for development of Business of the Bank;
14. He shall
ensure proper maintenance of accounts, registers etc., as required by Registrar
of Coop. Societies, Reserve Bank of India and Andhra Pradesh State Cooperative
Bank from time to time and make them available for inspection and Audit by
Departmental Officers and other visiting Officers;
15. All loan
applications of the members of the Bank shall pass through the General Manager who
will examine and place them before the Board for its consideration and
sanction.
16. He shall
take necessary action for timely recovery of loans;
17. He shall
cause proper supervision over the societies affiliated and indebted to the
Bank;
18. He shall
cause proper functioning of the branches by ensuring their periodical
inspection and review of their working once in a quarter;
19. He shall cause periodical inspection of all affiliated societies;
20. He shall
place before the Board of Management the reports of audit and inspection made by
the Registrar of Coop. Societies, Reserve Bank of India and Andhra Pradesh
State Cooperative Bank within three months from the date of receipt and take
such further action as may be necessary.
21. He shall
sanction increments to all the staff from categories I to IV.
22. He shall
sanction all kinds of leaves, other than casual leave, to all the numbers of
the staff from categories I to IV and casual Leave to Deputy General Managers.
23. He shall
be competent to pass the T.A.Bills of Staff working in categories I to IV.
24. He shall
inspect or cause periodical inspection of the branches by entrusting to the
Deputy General Managers and Assistant General Managers as found necessary;
25. He shall
fix up, in consultation with Deputy General Managers concerned, sections for supervision
by the Managers;
26. He shall
carry out such other duties as are conducive and incidental for discharge of
duties specified above and for attainment of the objectives of the Bank;
The
Deputy General Managers shall directly be assisting the General Manager in
discharge of the various duties and responsibilities and will be directly
responsible for proper functioning of the branch of work specifically entrusted
to them by the General Manager;
1. He shall
be responsible for the proper functioning of the entire Banking consisting of mainly
the Establishment section, loans and Accounts and General Banking;
2. He shall
be responsible for the proper inflow and out flow of funds of the Bank;
3. He shall
ensure coordination with the functioning of the Administrative and Development Wings
and of the branches;
4. He shall
ensure proper and Judicious management of funds;
5. He shall ensure for the borrowings from the Higher Financing Agencies and arrange to issue loans and advances to members as prescribed through the Head Office and its branches;
6. He shall
ensure proper maintenance of accounts of the Bank and for consolidation of accounts
including those of the branches and be answerable for furnishing all the
returns under the Banking Regulation Act as well as to Reserve Bank of India,
Registrar of Coop. Societies and Andhra Pradesh State Cooperative Bank:
7. He shall
be responsible for the proper administration of the service matters of all employees
of the Bank including the drawal of their salary, maintenance of service
records etc, and other matters relating to their transfers, promotions,
disciplinary action etc.
8. He shall
be responsible for incurring the expenditure in accordance with the Budget allotment.
9. He shall
inspect and/or cause inspection of the branches periodically as prescribed by
the General Manager;
10. He shall
ensure proper and effective custody of the properties of the Bank;
11. He shall sanction all kinds of leave other than C.L. to the staff working in Head Office and branch upto Fifth Category and C.L. to the Assistant General Managers working in the Banking wing;
12. He shall
have power to sanction periodical increments to all the staff upto Vth Category
in the Head Office and branches;
13. He shall
be competent to pass the pay bills of all the staff working in the Head Office
and branches;
14. He shall
also be competent to pass the T.A. Bills of the staff members upto the category
V.
15. He shall
take decisions on routine issues on behalf of the General Manager. The approval
of the General Manager shall be obtained in all matters of policy and important
issues.
16. He shall
hold the key of one lock of the Iron Safe/Safe valet in which the securities of
the Bank at Head Office such as G.P. Notes, Debentures, Share Certificates,
Title Deeds, Loan Bonds etc., are Lodged Jointly with the Assistant General
Manager (Banking).
17. He shall
be responsible for the proper and judicious management of funds and be answerable
for the maintenance of cash reserves and liquid assets under the Banking Regulation
Act;
18. He shall discharge all such functions in the interests of the Bank, subject to such instructions as may be issued from time to time by his superiors;
1. He shall
be responsible for the proper scrutiny of all the credit limit applications and
other loans and record his recommendation on each case;
2. He shall
be responsible for ensuring timely recovery of loans;
3. He shall
be responsible for the proper supervision of the societies affiliated and
indebted to the Bank;
4. He shall
take necessary legal action for coverage of overdues and pursue follow up
action for realisation;
5. He shall be responsible for overall supervision and control over the work of field staff and specifically control and regulate the tours of the Branch Managers and their assistants;
6. He shall
ensure the implementation of the lending policies of the Reserve Bank of India,
Registrar of Coop. Societies and Andhra Pradesh State Cooperative Bank at field
level.
7. He shall
review periodically the progress in achieving the targets fixed to field staff
under various items.
8. He shall
arrange for periodical inspection of the societies affiliated and indebted to
the Bank.
9. He shall
have overall control over the Paid Secretaries working in the Primary
Agricultural Credit Societies and regulate their work in the best interests of
the Societies and the Bank.
10. He shall have power to sanction casual leave to the Branch Managers and Assistant General Managers working in administrative wing.
11. He shall
also inspect such number of branches as may be allotted to him for the purpose;
12. Until the
post of the Deputy Registrar for statutory duties, is created, the statutory
work will be attended to by the Deputy General Manager (Administration)
(Departmental Officer) Where, however, there is no Departmental Officer working
in the post the existing arrangement will continue;
13. He shall discharge all such functions in the interests of the Bank, subject to such instructions as may be issued from time to time by his superiors;
1. He shall
be responsible for the Deposit Mobilisation and drawing up of schemes to ensure
this objective;
2. He shall
be responsible for formulating schemes of Rehabilitation (in case of weak Coop.
Central Bank) / Developmental Schemes (in normal Banks).
3. He shall
be responsible for ensuring liaison with the Small Farmers Development Agency /
Drought Prone Area Programme / Command Area Development / l.R.D.P / 1.T.D.,
Backward Classes and Scheduled Classes Corporation and other Developmental
agencies in the District.
4. He shall
also ensure coordination with the other Commercial Banks in the district;
5. He shall also be responsible for proper maintenance of statistics relating to working of the Bank and other Developmental activities in the district;
6. He shall
also ensure drawing up of special schemes for issue of Medium-Term Loans, Loans
to Rural artisans .and to other Small Scale and cottage Industries;
7. He shall
also inspect such number of branches as may be fixed by the General Manager;
8. He shall
be competent to sanction casual leave to the Assistant General Manager in Development
Wing;
9. He may
correspond on behalf of the General Manager in all routine matters and with the
approval of the General Manager in all important and policy matters;
10. He shall
discharge all such functions in the interests of the Bank, subject to such
instructions as may be issued from time to time by his superiors;
1. He shall
be responsible for the proper working of the Banking wing by getting the work done
through the Managers, Accountants and the other staff;
2. He shall
ensure proper and Judicious management of funds under the supervision of Deputy
General Manager (Banking) and in maintenance of cash reserves, Liquid assets etc.
as required under Banking Regulation Act;
3. He shall
supervise the work of Managers in Banking Wing relating to Establishment as well
as borrowings and advances and maintenance of accounts.
4. He shall
operate on any current or overdraft account and/or other accounts with other Banks
Jointly with the Manager or any one of the Accountants;
5. He shall also be empowered to sign, Endorse and negotiate cheques and other negotiable instruments on behalf of the Banks and to sign all Deposit receipts in the Head Office of the Bank;
6. Under the
system of double lock he shall hold the key of one lock of Iron safe/cash chest/Safe
Deposit vault at Head Office, while the key of the other lock shall be with the
chief cashier/Senior Shroff/Manager, as the case may be, as may be decided by
the General Manager;
7. He shall
be competent to sanction casual leave to all the staff in lower categories
working in the Banking Wing;
8. He shall
ensure timely reconciliation of accounts of the branches with Head Office and also
periodical balancing of ledgers and preparation of such returns as may be
prescribed by Reserve Bank of India, Registrar of Coop. Societies, Andhra
Pradesh State Coop. Bank Etc.
9. He shall
also hold custody of the securities of the Bank t Head Office, such as G.P. Notes,
Debentures, Share Certificates, Tittle Deeds, Loan onds tc. Jointly with the
Deputy General Manager;
10. He shall
also arrange for proper and early settlement of all claims due to and due by
the Bank;
11. He shall subject to such instructions as issued from time to time by his superiors, discharge such duties and responsibilities as required in the interests of the Bank;
1. He shall
be responsible for the efficient functioning of the Administrative Wing;
2. He shall
ensure scrutiny and sanction of credit limit applications and other loans of members;
3. He shall
also ensure general supervision over the Field Staff of the Bank;
4. He shall
ensure recovery of loans and fixing up targets to field staff and follow up
action for their achievement;
5. He shall pursue legal action wherever necessary for realisation of the Bank's overdues;
6. He shall
be competent to sanction casual leave to the staff working in the
Administrative wing of the Bank below his rank;
7. He shall
arrange for review of the work of the Branch Managers every month;
8. He shall
ensure proper supervision of the societies affiliated and indebted to the bank;
9. He shall
arrange for periodical inspection of the societies affiliated and Indebted to
the Bank;
10. He shall
also be responsible for the overall review of the work of the Paid Secretaries working
in the Primary Agricultural Credit Societies;
11. He shall, subject to such instructions as issued from time to time by his superiors, discharge such duties and responsibilities as required in the interests of the Bank;
1. He shall
be responsible for the proper functioning of the Development Wing of the Bank;
2. He shall
be responsible for the successful implementation of the Deposit Mobilisation Schemes,
fixation of targets to the Branches and to the field staff;
3. He shall be responsible for drawing up the Rehabilitation programme (in the case of weak cooperative central bank) and pursue effective action for its implementation. In the case of normal Banks, he shall formulate "Action Programmes" for development of the Business of the Bank in various fields;
4. He shall
ensure that necessary coordination is maintained by the Bank with the various Developmental
Agencies in the District such as, S.F.D.A., D.P.A.P., C.A.D. Backward Classes
and Schedules Classes Corporations etc.,
5. He shall
also arrange for maintenance of statistics relating to the working of the Bank
and other Development programme in the District;
6. He shall
be competent to sanction Casual Leave to all the members of the staff working
in the Development Section below his rank;
7. He shall
subject to such instructions as issued from time to time by his superiors,
discharge such duties and responsibilities, as required in the interests of the
Bank;
(a) Managers in Head Office:
The Managers in Head Office shall ensure proper and effective functioning of the sections allotted to them by the Deputy General Manager with the approval of the General Manager. They shall maintain all the important policy circulars etc. relating to their respective sections and arrange to get the work done through the accountants with the assistance of Fifth Category Employees. They shall also ensure that the business of the Bank is got transacted promptly and efficiently with courteous service to the constituents of the Bank and ensure that all accounts and records are maintained up-to-date. They shall carry out all such functions as may be fixed by the Assistant General Managers or other superior Officers from time to time;
(b) Branch Managers:
1. The Branch
Manager shall have general control over the staff in the branch as well as on the
field staff of the Bank working in the Jurisdiction of the branch and the Paid
Secretaries working in the Primary Agricultural Credit Societies in the area;
2. He shall
be responsible for mobilisation of deposits and Judicious management of funds and
prompt and courteous service to the Public.
3. He shall
ensure proper and up-to-date maintenance of accounts and arrange to submit all returns
to Head Office correctly and promptly;
4. He shall
ensure that the Branch functions as the basic unit for the business planning
and formulate schemes of development of business of the bank in the branch
area;
5. He should also supervise and control the work of the supervisor of the Bank in the branch area as well as the work of the Paid Secretaries in the area;
6. He shall
also tour in the area and make surprise checks of the work of the supervisors
and paid secretaries, without prejudice to the work of the Branch and Joint
operation of Accounts by making suitable arrangements;
7. He shall
have the knowledge of the field conditions in the branch area as well as the
working of the societies concerned;
8. He shall
allow drawal applications of the Primary Agricultural Credit Societies with reference
to the credit limits sanctioned by the Head Office and according to such other instructions
or guidelines issued by the Head Office for such drawals;
9. He shall
furnish to the Head Office such information about the working of the societies
in the area for sanction of credit limits or for other purposes;
10. He shall arrange for preparation of credit limit applications for short term and Medium Term and for various other purposes as may be needed by the members of the Primary Agricultural Credit Societies particularly the Small Farmers and arrange the provision of credit to them;
11. He shall
arrange the prompt recovery of the loans through the supervisors and Paid Secretaries;
12. He shall
inspect or cause inspection of the societies indebted to the Bank periodically without
any delays as per the programme drawn up for the purpose;
13. He shall
ensure development of Banking business by contacting the potential depositors in
the area;
14. He shall
approve the Tour Programmes of the field staff and review the work of the supervisors
and send copies of the same to Head Office;
15. He shall attend to and arrange for periodical verification of stocks and securities of the indebted societies;
16. He shall
ensure proper and effective supervision of the societies under his control;
17. He should
personally visit or may depute the Accountant wherever necessary for
supervision of the work of field staff or recovery of dues from problematic
societies; or for enquiry into any references entrusted by the Head Office. He
shall either attend to them himself or entrust to the Accountant/Bank
Inspector, according to urgency or serious of the matter. But he shall see that
both of them are not absent from the branch on any working day;
18. He shall
sanction Casual Leave to the Staff working under his control;
19. He shall
operate on the current Accounts and other Accounts Jointly as prescribed by the
Head Office;
20. He shall
also hold the key of one lock of the Cash Chest/Safe Deposit Vault while the
other shall be with the Shroff or Clerk-Cum-Cashier whoever is entrusted with
the receipt and disbursement of cash;
1. The
Accountants shall be responsible for the proper discharge of the functions
entrusted to them by the Managers or other Superior Officers by getting the
work done with the assistance of Category-V Staff. They should be in a position
to process and finalise matters with the clerical assistance from Vth Category
Staff and do it themselves in cases of exigencies;
2. They shall
also be responsible to cause correct proper and up-to- date maintenance of accounts
and records and other correspondence relating to their sections;
1. The
Accountants/Bank Inspectors shall assist the Branch Managers in the indoor and outdoor
work in the proper functioning of the Branch and as specifically laid down by
the Branch Manager and generally by the Bank;
2. He shall
also attend to such duties of the Branch Manager in the absence of the Manager as
may be entrusted to him;
