ORDER:

The following Toddy policy for the period 2017-2022 will be published in an Extra-ordinary Issue of the Andhra Pradesh Gazette, dated the 9th January, 2018.

 
TODDY POLICY GUIDELINES FOR THE PERIOD 2017-2022

(a)   The policy of granting right to sell toddy to Tappers Co-operative Society and Tree For Tappers and to the Scheduled Tribes in the scheduled areas shall be continued.

(b)   The period of license is five (5) years.

(c)   The Commissioner of Prohibition and Excise is permitted to fix the number of toddy shops having due regard to requirement, public order, etc., and availability of excise trees in topes within 100 KMs from the area of the shop.

(d)   The collection of toddy rentals, which is @ Rs. 25/- per tree in the Rural areas and Rs. 50/- per tree in the urban areas per annum is abolished, to provide succor to the poor tappers who pursue a very hazardous and seasonal occupation.

(e)   The disability pension shall be considered for those who suffer permanent disability while engaged in tapping irrespective of age as such disability deprives the poor tapper of his means of livelihood. 

(f)   The existing ex-gratia scheme shall be dispensed with and instead the tappers are to be covered under Chandranna Bima Scheme to cover all unorganized workers earning less than Rs.15,000/- income per month. The scheme is as follows:
            

(i)     The toddy tappers shall be enrolled under State Accident Death and Disability Scheme and under Aam Admi Bima Yojana (AABY) and will also be covered under Pradhan Mantri Suraksha Bima Yojana (PMSBY).

 

(ii)  The benefits under Chandranna Bima Scheme are, in the event of Accident Death, total permanent disability, Partial permanent disability or Natural Death besides scholarship to the children applicable shall be at the rates as may be ordered by the Government from time to time.


(g)   Under NREGA, extensive bund plantation on all the bunds of tanks, project areas, rivers and canals with excise trees may be encouraged to provide livelihood security to the tapper community.

(h)   ‘Aadharana’ scheme to include tappers also so as to provide mechanized tools to the tappers.

(i)   The District Collectors, Forest and Horticulture Departments are directed to grow excise trees through Vanasamrakshana Samithies.

(j)   Under Shelter Bed Development Programme at seashore, apart from casurina, palm tree plantations are ordered.

(k)   District Collectors are directed to protect all waste lands, borrow areas of projects and fore shore areas of irrigation projects by taking up excise tree plantation and protect excise trees topes by preventing unauthorized / illegal felling.

 

2. The Commissioner of Prohibition & Excise, Andhra Pradesh, Vijayawada shall take necessary action in the matter.
