ORDER:
The
attention of all Departments of Secretariat, Heads of Departments and
all District Collectors is invited to the instructions issued in the references
1 to 5. cited, regarding suspension and transfer of Accused Officers involved
in cases of trap, possession of disproportionate assets, etc,
2. It
has been brought to the notice of Government that in certain cases of
corruption and fraud where it is recommended for the transfer of Accused
Officers to far off places pending enquiry, to avoid tampering of
records and influencing of witnesses by the Accused Officers, the
Administrative Departments concerned have been continuing such Accused Officers
at the same station even after the recommendations, hampering the process of
investigation.
3. In view of the above position, while reiterating
instructions issued in the references 1 to 5 cited, all Departments of
Secretariat, Heads of Departments and all District Collectors are requested to
ensure strict compliance of above instructions and to ensure that whenever, it
is advised or recommended transfer of an Accused Officer, he should be so
transferred, immediately and relieved forthwith by making additional charge
arrangement and without resorting the normal relief arrangements. They are also
requested not to allow Accused Officers to go on leave without joining at the
new station.
4. They are also requested to communicate the above
instructions to all Subordinate Offices, Institutions and Organisations under
their Administrative control.
