ORDER:
In the G.O. first read above, an adhoc rule was issued to the effect that in the Departments wherein regional Offices exist, the appointing authority for the first level Gazetted posts shall be such regional authority, for the second level Gazetted posts the Head of the Department shall be the appointing authority and where no regional offices exist, the Head of the Department shall be appointing authority for the first and second level Gazetted Posts and for the posts in third level and above category in the State Service, the appointing authority shall be the Govt.
2. In the G.O. Second read above, orders have been issued prescribing the pattern of the Constitution and membership of the Departmental Promotion Committee for initial Gazetted Posts at the level of the Regional Offices where there exist, and Screening Committee at the level of the Head of the Department for all the Second level Gazetted posts in the State and also Departmental Promotion Committee at the level of the Head of the Department for the initial Gazetted categories for which no Regional Offices exist.
3. In the G.O. third read above, orders have been issued amending rule 2 (12- A) and 7 of the Andhra Pradesh State and Sub-Ordinate Service Rules, 1996. Subrule (12-A) of rule 2 of the Andhra Pradesh State and sub-Ordinate Service Rules, 1996 as amended in G.O.Ms. No.401, General Admn. (Ser-D) Department, dt. 30- 09-1999 reads as follows:
'Screening Committee' means a Committee Constituted by the Head of the Department to recommend the names for inclusion in the panel to the Second level Gazetted posts which are within the Purview of the Andhra Pradesh Public Service Commission, and also to indicate the order in which the persons concerned shou1 be indicated in the Panel. The list of persons so prepared by the said Committee shall be forwarded to the Commission for its concurrence, by the Competent Authority;

It has been noticed from the adhoc rule issued in the G.O. first read above and pattern of Screening Committee for the second level categories prescribed in the G.O. second read above that through the Head of the Dept., is the appointing authority for the second level Gazetted Categories, the other members of the Screening Committee for the said categories have to be nominated by the Govt. in the concerned administrative Department. As such the Screening Committee will have to be constituted by the Government and not the Head of the Department as mentioned in the G.O. 3rd read above. It is therefore felt necessary to issue an amendment to Sub-Rule (12-A) of rule 2 of the A.P. State and Subordinate Service Rules,1996, issued in G.O.Ms.No.401, G.A. (Ser-D) Department, dated 30-09-1999.
5. Now it is proposed to amend sub-rule (12-A) of rule 2 of the Andhra Pradesh State and Sub-Ordinate Service Rules,1996 as amended in G.O.Ms.No.401, G.A. (Ser.D) Department, dt. 30th September 1999 suitably. Accordingly, the following Notification will be published in the Andhra Pradesh Gazette.
