ORDER:
The
Joint Action Committee of Employees, Teachers and Workers have given a call for
staging Dharna by applying Casual Leave on 19-04-2001. Some of the employees of
the State Government have staged a Mass Dharna programme by applying Mass
Casual Leave on 19-04-2001.
2. As per the policy
of the Government "NO WORK NO PAY" has to be adopted as laid down in
G.O. Ms. No. 220, G.A. (S.W.) Dept., Dated: 03-06-1995. Accordingly, the
Government ordered that any type of leave should not sanctioned to the
Government employees who request for sanction of leave for participation in Mass
Dharna on 19-04-2001 and also to strictly implement the policy of the Government
“NO WORK NO PAY" in Circular Memo. No.17860/SW/2001-2, G.A. (S.W.) Dept.,Dated: 30-04-2001 second read above.
3. The Joint Action
Committee of Employees, Teachers and Workers, A.P. in their Memorandum dated:
18-05-2001 have requested the Government to reconsider the issue and order
sanction of one day's leave for which they are eligible and make payment of
salary for that day as a special case.
4. After examining
the matter carefully, Government direct that the appropriate authorities shall
sanction leave to which the employees are eligible and to those who do not have
leave, they shall be given E.O.L. for which no pay will be given and this
applies to those employees who have participated in the Mass Dharna on 19-04-2001,
in view of the technical reasons explained by the Joint Action Committee.
5. Government, however,
reiterate that the policy of "NO WORK NO PAY” as laid down in G.O. Ms. No.
220, G.A. (S.W.) Dept., Dated: 03-06-1995 shall continue to be adopted.
6. The Heads of
Departments/District Collectors and other subordinate Officers are requested to
take necessary action accordingly.
