Sub: Public Services - Determination of Inter-se- seniority among Junior Assistants, Typists and Steno-Typists - Clarifications - Issued.

The Commissioner of Land Revenue in his letters cited has sought for clarifications on the following points relating to determination of lnter-se-seniority among Junior Assistants, Typists and Steno-Typists:-

 

1. The basis on-which inter se-seniority of Jr. Assistant /Typists and Steno-typists has to be prepared.

 

2. Whether seniority of typists has to be fixed in LDC Cadre from the date of his conversion as LDC or from the date or his first appointment as Typist.

 

3. Whether the typist should be on probation for a period of one year within a continuous period of 2 years after conversion to the post of L.D.C.

 

4. Criterium to be followed for determination of inter-se-seniority either by age or length of service, in respect of the candidates who are similarly placed in all respects belonging to the same community or group in backward class and appointed with identical merits ranking with similar dates of regularisation.

2. Government, after careful examination of the above points issue the clarification as follows:-


i) Inter-se-seniority among Jr. Assistants, Typists and Steno Typists may have to be prepared on the basis of regularisation of their services in the respective categories.

 

ii) Seniority of Employee working as a Typist converted as Jr. Asst. has to be assessed from the date of initial appointment as Typist, and not from the date of conversion as Junior Assistants.

 

iii) It will be sufficient if probation for total period of one year on duty within a continuous period of two years is prescribed in the cases of conversion of Typists into Jr. Assistants as the appointment by transfer from category 14 to category 11 is involved.

 

iv) In case where the dates of their first appointment to a particular category happens to be the same, the ages of the persons concerned may be taken into account for determining their inter-se-seniority i.e., person having more age may be declared as senior to the person having less age.

3. This Memo. issues with the concurrence of General Administration (Service-B) Department in their U.O. No. 1654/Services-B/84-1 dated: 31-12-1984.
