ORDER:
In the G.O. first cited, Government have introduced the scheme or transfer or personnel to the categories of Superintendents. Senior Assistants and Junior Assistants from the Heads or Departments to the Departments of Secretariat and from Subordinate offices to the offices of the Heads of Departments for a period of two years in the beginning and the position reviewed thereafter. Further in G.O.Ms. third cited orders were issued making the scheme transfer of personal from the Offices of the Heads of Departments to the Departments of Secretariat and from Subordinate offices to the Offices of the Heads of Departments on a permanent basis and percentages have been prescribed for transfers. Accordingly, necessary amendments to the Special Rules have been issued to give effect to the above orders.
2. The Precedent, A.P. State Typists and Stenographers Association in his representation fourth cited requested the Government to provide the scheme of transfer of personnel to the categories of Typists and Stenographers from the Offices of the Heads of Departments to the Departments of Secretariat and from Subordinate offices to the offices of the Heads of departments so that they may have equal opportunity on par with other Ministerial Categories.
3. The Government after careful examination have decided to accept the request of the A.P. State Typists and Stenographers Association and accordingly direct that the scheme of transfer of personnel shall be extended to the categories of Typists and Stenographers from the Offices of the Heads of Departments to the Departments of Secretariat and from the Subordinate Offices to the Offices of the Heads of Departments to an extent of 12 1/2% of posts. The Government also direct that the transfers be effected not only against substantive vacancies but also against all actual clear vacancies (excluding leave vacancies) and if the persons transferred suffer reversion they should be reverted to their parent office.
4. Necessary amendments to relevant Service Rules will be issued separately.
