In the Government order first cited, instructions were issued permitting Government servants to surrender earned leave not exceeding 15 days once in a year without availing leave and to receive leave salary in lieu of the leave so surrendered. If the interval between two surrender is 24 months or longer, the Government servants were permitted to surrender the leave not exceeding 30 days.
 
2. In Government Order 2nd cited the facility of encashment of earned leave/privilege leave, which was kept in abeyance, had been restored. It was, however, ordered that since the budget is formulated with reference to the financial year, the encashment from the year 1989 onwards shall be from 1st April. To regulate the expenditure, instructions were issued in the Memo. 4th cited on the encashment of leave for the financial year 1989-90. Accordingly, Government have been issuing orders every year regulating the encashment of leave by the Government employees.
 
3. In the reference 11th cited orders were issued permitting Class-IV employees to surrender only during the month of July and August 1997.
 
4. In the reference 12th cited orders were issued in respect of those employees who consequently have leave title of more than 240 days permitting them to encash as per eligibility before 31-08-97. Further in respect of A.l.S. Officers orders were issued against those officers who consequently have leave title of more than 240+ 15 days permitting them to encash leave as per their eligibility before 31 -08-97.
 
5. In the reference 13th cited orders were issued permitting the N.G.Os to surrender only during the months of October & November, 1997.
 
6. Government after careful examination of the matter hereby order that such of the employees whose title for Earned Leave as on 31-12-97. would be 240 days may be allowed credit of Earned Leave due as on 1-1-1998 up to 28-02-98 without getting it lapsed in terms of G.O.Ms No.10. Finance & Planning (FE.FR.l) Department dated 10-1-1983.
 
7. Government also hereby permit for encashment of leave for the financial year 1997-98 in respect of Gazetted Officers including All India Officers which shall be regulated as follows:

8. The Departments of Secretariat / Heads of Departments are requested to keep these instructions in view, while sanctioning encashment of leave during 1997-98.
 
9. All Treasury Officers / Local Fund Audit Authorities / Pay & Accounts Officer, Hyderabad & Deputy Financial Adviser, Projects / Directors of Accounts of majors are requested to follow these instructions scrupulously while dealing with the bills if any, for encashment of leave during financial year 1997-98.
