Service Commission for temporary appointments against the posts within its
purview beyond 3 months -Instructions - Reiterated.

Regulation 16 (2) of the A.P. Public Service Commission Regulations, 1963, reads as follows:
"(2) Concurrence
of the Commission for continuance of the temporary appointment of a person
beyond the first three months shall be obtained sufficiently in advance, if in
any individual case, it becomes essential to continue such appointment beyond a
total period of one year. Further continuance shall be obtained at intervals of
every six months the first being at the end of eighteen months, if in any
individual case, it becomes essential to continue such appointment beyond one
year.
Request for such further continuance shall in the first instance (at the end of 18 months) be submitted by the Heads of Departments or the Administrative Department of the Secretariat as the case may be and thereafter by the Secretariat Department".
In the reference 2nd cited, the Secretary, A.P. Public Service Commission has requested to issue necessary instructions to Heads of Departments, Unit Officers to send proposals to the A.P. Public Service Commission seeking the concurrence of the Commission for preparing regular panels and for continuance of temporary appointments if any made beyond three months. The Secretary, A.P. Public Service Commission also suggested to issue necessary instructions to the, Pay & Accounts Officer / Treasury Officers and Welfare Corporations / D.R.D.A / I.T.D.A that a Certificate by the Head of the Department or Unit Officer necessary, stating that the officiation has the prior approval of the Commission before they pay salaries to the concerned Officers.
2. The above proposal of the A.P. Public Service Commission has
been examined and it is considered that all Heads of Departments and Officers
be advised to follow the orders issued in the G.O. first cited.
3. All the Departments of Secretariat, Heads of Departments are therefore advised to follow the orders issued in the G.O. first cited scrupulously.
