ORDER:
According to Rule 45 of Andhra Pradesh civi1
Services (Travelling Allowance) Rules, 1996, the State government may fix or
alter the Headquarters of a Government employee with reference to the duty
point as defined under Rule 22 of the aid rules.
2. According to rule 46 of the Andhra Pradesh
Civil Services (Travelling Allowance) Rules, 1996, the State Government may
define or alter the limits of the sphere of duty of a Government employee.
Thus, for every employee posted again t any post in any office of the State
Government, the headquarters is fixed. The employee so posted against a post
sha11 reside in the same headquarters is fixed. The employee so posted against
a post shall reside in the same headquarters unless permitted to proceed on
duty to any place. A Government employee is supposed to be available for
official duty at all times whether that call be from a superior officer or when
the nature of work so demands his attention suo motu.
3. Frequent complaints have been received
that some officers do not stay in their headquarters but stay at places of
their own convenience and are not available on any urgent call of duty, though
the Government constructed residential quarters in certain places to encourage
them to stay at their places of headquarters particularly in cases of primary
health centres.
4. Government has reviewed the issue and
hereby instruct all controlling officers concerned to take immediate steps to
ensure that all officers and employees under their control invariably reside at
headquarters and available at their headquarters for urgent call of duty. All
Heads of departments are requested to follow these instructions scrupulously
and direct all their staff and officers to n1alce sure that everyone complies
with these orders on or before 28-02-2001.
Any lapse in this regard from 01-03-2001 will be reviewed seriously and the
administrative secretary and the Heads of Departments shall take disciplinary action
against the staff violating these instructions.
5. These orders come into force with
immediate effect.
