ORDER
In
the reference 1st read above, Government issued orders on economy measures
to be followed in the Government. According to these orders, no temporary post
should hl' made permanent.
2. The
Joint Action Committee represented that Government have been sanctioning
various posts under various schemes temporarily anti that these posts are
not being made permanent inspite or the fact that such posts
have been in existence for long period.
3. Government after careful consideration, have
decided to delete item No.3 of the G.O.Ms.No. 100, Fin. & Plg. (FW.
W& M.I) Department, dated 5-4-1988. For converting temporary posts under
various schemes as permanent, the following procedure is to he followed:
i) A
Committee will be constituted consisting of the Secretary of the Administrative
Department. Head of the Department and Secretary, finance or his nominee from
the Finance Department for the said purpose and it will be known as
"Implementation Committee". It will meet once in n year.
ii)
Proposals for making Temporary posts permanent will be prepared by the
concerned heads or Department and sent to the Members or the Committee at-least
15 days before the date of meeting.
iii) The
proposals should be prepared on the basis of following guidelines:
a. For
any posts to be made permanent under any scheme, the nature and justification
of the whole scheme in the present time and existing circumstances must be
given. If the scheme itself is temporary, before considering any post under the
scheme to be made permanent. the scheme itself and its present-day role with past
performance has to be studied.
b. The
posts to be considered for being made permanent. must have been in existence
for more than a period of 5 years.
c.
Posts under CSS/Plan Schemes should not be considered for the time being as the
programme with the posts are necessarily temporary.
d.
Exceptional categories of posts with distinct designation
may not be considered for the time being.
e.
Posts in schemes which are of temporary nature like I.A. Units under Projects,
Flying Squads, Units treated for controlling Namalingna etc., created to tackle
certain specific problems should not be considered for being made permanent.
f. In
a generalist service like Revenue Department posts earmarked for officers of
A.P.C.S., (Ex. Branch) or A.P. Revenue Service can be made permanent, if such
posts arc earmarked for them in the relevant service rules. even though they
belong to a different department.
g. The
posts proposed for conversion to permanent from temporary must be governed by
service rules.
h. No
Class IV post will be considered for being made permanent
All
the Departments of Secretariat and all Heads of Departments are requested to
follow the above points while making proposals for making temporary posts
permanent.
