ORDER:
The
Election Commission of India in the references read above, conveyed that the
Government of India, Ministry of Personnel, P.G & Pensions (Department of Personnel &
Training) have allowed Special Casual
Leave to all Central Government employees who are University Graduates and are bonafide voters in the
elections to the State Legislative
Councils from Graduates' and Teachers' Constituencies and requested the State Government to issue orders on
similar lines. Certain representations have also been received to allow Special
Casual Leave on the day of poll to the Teachers / Graduates to enable them to
exercise their right to vote in the Council elections.
2. Government after
careful consideration of the suggestions of Election Commission of India and also orders of the
Government of India, in the Ministry of
Personnel, P.G & Pensions (Department of Personnel & Training), hereby direct that the appropriate
authorities under the State Government
shall in future, grant Special Casual Leave on the day of poll, if the day falls on a working day to such of
their employees who are bonafide voters in the elections to A.P. Legislative
Council from Teachers and Graduates
Constituencies to enable them to exercise their right of franchise in such elections.
3. The Departments of
Secretariat / Heads of Departments / District Collectors and other Subordinate
Officers are requested to take necessary action accordingly.
4. This order issues
with the concurrence of Finance (FW.FR) Department, vide their
U.O.NO.1593/34/FR-I/11; dated 31.01.2011.
