ORDER:

Consequent on the reorganisation of the Dist. Set-up of the Coop. Dept., on a territorial basis ordered in the G.O.3rd cited above, the Registrar of Coop. Societies with his reference cited above submitted proposals for delegation of financial and administrative powers lo officers of the Coop. Dept various levels in the district for approval of the Government.

2.  Government have examined the proposals of the Registrar of Coop. Societies and they direct that in continuation of the financial and administrative powers already delegated in the Govt. orders first and 2nd read above, the further financial and admn. powers wherever necessary shall be delegated to the officers noted against them as specified in the annexure to this order.

3.  As regard the approval of the routine administrative functions, by the Govt., proposed by the Registrar of Coop. Societies. Govt. consider that the Registrar of Coop. Societies himself can issue suitable instructions in this regard and is accordingly requested to do so.

4.  This order issues with the concurrence of Finance Department vide their U.O.No.3625 / Exp. F&A / 70-1, dated.9-9-1970.

a) sanction of casual leave and earned leave up to 15 days for circle Dy. Registrars.

SCDRs, DRs in respect of CSRs not exceeding one month & all other kinds of leave to SIs and JIs and others

 

b) Suspension of SIs and JIs

SCDRs, DRs suspension of JIs, LDCs, Typists and Peons in his circle.

 

c) Countersigning of TA bills of Circle DRs

d) Imposing all original punishments in respect of SIs/JIs, LDCs, Typists and Peons and minor punishments in respect of CSRs working under him.

V.

ESTABLISHMENT & ACCOUNTS (CIRCLE) DEPUTY REGISTRARS.

 

a) Transfers of SIs, JIs, LDCs, Typists and peons within his division after 3 years and earlier with the approval of the SCDR

b) Sanction of leave to CSRs not exceeding a month and all kinds of leave to SIs, JIs and others in his division

b) Scrutiny and sanction of TA bills of his subordinate staff and contingent bills and office rent drawing of his TA bills with the countersigna1.ure of the circle DRs of Coop. Societies.

 

c) Sanction of Casual Leave to his establishment and forward cases of earned leave beyond 10 days to circle DRs.

 

d) Writing of confidential dossiers of his subordinates.
