Disposal of Pension cases - entries in Service Books after verification of service
According to Subsidiary Rule 12 under Rule 74 (a) (iv)
of the Andhra Pradesh Fundamental Rules (Vide Annexure II), the Service Books
and Rolls, shall be taken up for verification in March of every year by the
Head of the Office, who after satisfying himself that the services of the
Government servants concerned are correctly recorded in each of the Service
Books or Rolls, should record a certificate in the following form over his
signature:
"Service verified up to .........................(date) from...................................... (Pay Bills,
Acquittance Rolls and similar records to be specified with reference to Which
the verification was made)"
2. It has come to the notice of the Government that the
above procedure is not being followed generally. Instead, the certificates of
verification in the Service Books and Service Rolls -e being recorded in the
following form:
"Service
from ......................................... (date) to ...........................................(date
verified from the relevant records of the Office/Department etc)."
3. Recording of certificates in the manner as mentioned
in para 2 above is contravention of the procedure prescribed in the rules and
is likely to cause delay in the settlement of pension claims, since in this
process the continuity of verified· portions of service cannot be ensured and
it may result in certain periods being left unverified. The unverified periods
of service can be detected only at the time of preparing pension papers and
this in tum will necessitate looking into old records.
4. The Department of the Secretariat and the Heads of
Departments are therefore requested to impress upon all the officers dealing
with pension cases under their control the need for scrupulous observance of
the provisions mentioned in para l above, both in the spirit and letter.
