ORDER:

The Andhra Pradesh Panchayati Raj Diploma Engineer Association have requested the Government to consider its demand for conferring gazetted Status to the post of Asst. Engineers after completion of ten years’ service in the cadre.

2. The board or Chief Engineers in its meeting held on 4-12-1992 discussed the issue and recommended the proposals of the Engineer-in Chief to allow Gazetted status to the Asst. Engineers on completion of ten years of service when they become eligible to the Special grade in the scale of pay of Rs.1380-2750 (Pre-revised Scales). The Engineer-in-Chief, Panchayati Raj in his letter 3rd read above has furnished proposals with a request to consider the recommendations of the Board of Chief Engineers.

3. The Andhra Pradesh Panchayati Raj Non-Gazetted Employees Association Forum in their representation 5th read above have submitted a list of demands to Government and the above issue is one among them for early consideration. In the agreement reached with the Principal Office bearers of the Forum and Government on the demands of Forum it was agreed that a committee will be constituted to look into the administrative aspects of the proposal.

4. Accordingly Government in the G.O. 6th read above have constituted a Committee with the Principal Secretary to Government, Panchayati Raj Rural Development and Relief Department as Chairman for examining the request of the Association and furnish its report regarding conferment of Gazetted status to the Assistant Engineers on completion of 10 years’ service in the cadre. The Committee recommended that the post of Asst. Engineer Special Category., may be created which may be included in the concerned State Service of respective Engineering Departments and the Diploma Engineers in the respective Departments may be declared Gazetted soon after they complete 10 years’ service without any additional financial commitment to the Govt. The Committee has also recommended that the Asst. Engineer on appointment to Asst. Engineer (Special Category) would Continue to be in the scale of Rs. 2750-?960 and there should be no fixation on appointment to the same category. The Committee has also opined that even after creation of Asst. Engineer with the Gazetted Status, the promotion to the post of Deputy. Executive Engineer shall be regulated as per the isling Rules between Assistant - Executive Engineers Assistant Engineers treating Assistant Engineers., (Spl. category Gazetted post) as part of the Asst. Engineer for this purpose.

5. Government after careful examination accept the recommendations of the Committee constituted in G.O. 6th read above.

6. Government accordingly hereby declare that all the Asst. Engineers with a total of 10 years of service and who are in the Special Grade Scale of Asst. Engineers viz., Rs.2750-5960 having been appointed to the post of Asst. Engineers (Spl. Grade) in the Department, of P.R. & R.D. & Relief Department, Municipal Administration and Urban Development Department, Transport, Roads and Buildings Department & Irrigation and Command Area Development Department as Ga7cllcd Officers with Immediate effect without any fixation benefit and shall henceforth be called as Asst. Engineer (Special Category).

7. Government further Order:


a) That even after conferring Gazetted status to the Asst. Engineer as above their Promotion to the post of Dy. Executive Engineer shall be regulate as per the existing rules between Asst. Executive Engineers and Asst. Engineers treating the said Asst. Engineer (Spl. Category) as part of Assistant Engineer cadre for promotion.

 

b) That the post of Asst. Engineer shall be treated as Gazetted soon after a person holding the said post completed (10) years of service as Asst. Engineer in their respective Engineering Departments and has been holding the Scale of pay Rs.2750- 5960 having been appointed to the post of Asst. Engineer (Spl. Grade) purely treating the post so upgraded as personal.

8. The Engineer-in-Chief (P.R), A.P. Hyderabad and the other Heads of the Engineering Departments under the administrative control of Municipal administration and Urban Development Department, Transport, Roads and Buildings Department, Irrigation & Command Area Development Departments shall send necessary proposals to amend the respective Engineering Service Rules keeping in view the above orders.

9. The appended notification shall be published in the Andhra Pradesh Gazette.

10.  This order issues with the concurrence of Finance and Planning (Finance) Vide their U.O.NO.20065/A/332/A1/PC-1/96, dated 9-7-1996.
