In the reference first cited, instructions were
issued on reporting of vacancies to Andhra Pradesh Public Service Commission,
so as to issue notification for Direct Recruitment and to fill the vacancies by
Direct Recruitment as follows:
1.
The Unit-Officers should not alter the estimate of vacancies once furnished by
reducing the number;
2.
The Unit Officers should not fill up the vacancies earmarked for recruitment by
the Andhra Pradesh Public Service Commission / District Selection Committees by
other methods / through other sources;
3.
The Unit Officers should admit the candidates allotted by the Andhra Pradesh
Public Service Commission or District Selection Committee even by replacing
those appointed temporary or on ad-hoc basis;
4.
If any Schemes etc., are given up subsequent to sending the estimate of
vacancies, the position should be immediately intimated to the Andhra Pradesh Public
Service Commission /District Selection Committee and estimate should be withdrawn
or reduced well in advance, but in any case, before selection is completed and
candidates are actually allotted, depending upon the circumstances;

The Unit Officers should not surrender the candidates once allotted by the
Andhra Pradesh Public Service Commission/ District Selection Committee with
reference to their earlier requisitions, but keep the lists with them for
absorption in future vacancies that are likely to arise in the particular
recruitment year;
6.
The Unit Officers should seek the advice of the Andhra Pradesh Public Service
Commission / District Selection Committee in case surrender of candidates is
inevitable. After hearing from the Recruiting Agencies only, the Unit Officers should
either surrender the candidates or absorb them as per the advice given by the
Commission / District Selection Committee.
3. The Government agree with suggestion of the A.P. Public
Service Commission and decided that the instructions issued earlier in the reference
first cited be reiterated. All the Departments of Secretariat, all the Heads of
Departments and District Collectors and other Appointing Authorities are
therefore requested to ensure that these instructions are followed
scrupulously.
