As per Regulation 15 (d) (i) of A.P. Public Service Commission Regulations, 1963, it is necessary that the concurrence of the A.P. Public Service Commission is obtained for making appointment by transfer and by promotion to the Second Level Gazetted Categories of posts.

2. In the reference second cited, it has been brought to the notice of the Government that the proposals sent by certain Departments to the Commission for approval of regular panels are incomplete and important records such as personal files, up to date seniority lists are not furnished, causing delay in finalizing the proposals.

3. All the Departments of Secretariat, all Heads of Departments are therefore requested to furnish the information as per the check list annexed to this U.O. Note while sending proposals to the Commission for approval of panels which are under the purview of A.P. Public Service Commission.

COMPLIANCE TO CHECK-SLIP AS REGARDS RECRUITMENT BY TRANSFER / PROMOTION:

 

01.	Date on which proposals are due to the Commission and if there is delay in submitting the proposals, reasons therefor.	:
02.	Estimate of vacancies (the no. of candidates to be selected with reference to the ratio, if any, fixed under the Rules governing the post in question).	:
03.	List of upto-date and correct seniority of the feeder category/categories.	:
04.	Qualifications, Age and other particulars of the Officers included in the proposals.	:
05.	Whether the Officers included in the proposals became technically qualified to before the crucial date as per the programme of selection (with reference to G.O. Ms. No. 103, dated 03-02-1967 read with G.O. Ms. No. 259, dt. 20-03-1979).	:
06.	Whether the Officers fulfil all the requisite qualifications prescribed in the Rules.	:
07.	Whether the Officers are Approved Probationers in the feeder category.	:
08.	A Certificate to the effect that no name of an Officer who is junior to the senior most is omitted.	:
09.	A Certificate to the effect that the instructions issued in G.M. No. 528/Ser. Dn7-2, General Administration Department, dated: 11 -05-1977 have been kept in view to safeguard the interest of S.Cs. / S.Ts.	:
10.	A Certificate to the effect that the orders of the Government issued in G.O. Ms. No. 424, General Administration (Ser. C) Department dated: 25-05-1976, have been kept in view in respect of the Officers against whom disciplinary action / enquiry is pending.	:
11.	Personal Files of all the Officers included in the proposals, incomplete and up to-date form.	:
12.	Whether there are any S.C. / S.T. candidates, if so, to indicate against their names.	:
