Sub: Leave-Encashment of Earned Leave-Encashment during the financial year 2000-2001 - Instructions - Issued.

In the reference first cited instructions have been issued prescribing a schedule to different categories of employees to surrender Earned Leave during the Financial year 2000-2001. 
 
2. In the reference 2nd cited, it has been brought to the notice of the Government that some of the employees who are having Earned Leave of 226 days and above as on 30-6-2000 are likely to forego earned leave after giving advance credit on 1-7-2000 due to the instructions issued in the Memo. first cited. They have requested that those employees who have a balance of 226 days to 239 days may be permitted to encash Earned Leave without lapse of any day of the Earned Leave to be credited as per Memo. first cited and without waiting for their tum. 
 
3. After careful consideration, Government hereby permits those employees who have a balance of more than 225 days of Earned Leave on 30th June 2000 to surrender Earned Leave without waiting for their tum as per the orders in the Memo. first cited. 
 
4. Further, as per the instructions contained in Circular Memo. No.  50798/1063/FR.1/79-1, dated 22-11-1979, that in the case of employees who surrender  Earned Leave as on 1st January or 1st July in any year, the number of days of Earned  Leave surrendered should in the first instance, be deducted from the Earned Leave  account and there after the advance credit of earned leave as per eligibility due for  that half year has to be added as on 1st January / 1st July also be followed during  the current financial year 2000-2001. 
 
5. The facility of encashment of Earned Leave may be extended to the officers of All India Services soon after their central posting is received, without waiting for the scheduled period of January / February 2001. 
 
6. The Departments of Secretariat / Heads of Departments are requested to keep these instructions in view, while sanctioning encashment of earned Leave during 2000-2001. 
 
7. All Treasury Officers / Local Fund Audit Authorities / Pay & Accounts Officer, Hyderabad and Deputy Financial Adviser, Projects / Director of Accounts of Major Projects are requested to follow these instructions scrupulously while dealing with the bills for encashment of leave during the financial year 2000-2001.
