Orders were issued in the G.O. 1st cited constitution of four centralised Departmental Promotion Committees to consider the cases of promotion to the non-cadre Heads of Departments, Additional/Joint Secretaries to Government, 3rd Level Gazetted posts and above. All these categories of posts in State Services are selection posts. The promotion to any selection post is based on merit and ability seniority being considered only where merit and ability are approximately equal. Though orders were issued in the G.O. 2nd cited dispensing with the Zone of consideration, the principle of grading and preparation of half yearly panels, yet the merit principle exists in the selection of candidates to the higher posts. The merit of the candidate is assessed on the basis of Annual Confidential Reports earned by the Officers in the feeder post.
 
From the proposals receiving from the varies departments of Secretariat for consideration by the Centralised Departmental Promotion Committee, it is observed that in many cases the Personal Files of the Officers are not up-to-date and there is no indication whether the adverse remarks recorded if any in the Annual Confidential Reports have been communicated to the concerned officers as per rules. In such a situation, it is difficult to assess the suitability and performance of the officer whose case is under consideration. The instructions have been reiterated recently in Memo No.156/Ser.C/90-1. General Administration Department, dt 21-2-1990, regarding maintenance of Personal Files. Even then, there are instances where the Personal Files are sent in a haphazard manner.
 
With a view to streamline the procedure, a proforma annexed to this note is prescribed. All the Departments of Secretariat and Heads of Departments are requested to furnish the proforma duly filed in, in respect of each candidate under consideration for promotion to the higher post along with the Departmental Promotion Committee proposals.

e) If the adverse remarks have been expunged on representation, whether copy of order expunging the adverse remarks been filed in the P.F. and whether action to obliterate pursuant to such order has been taken by the competent authority.
