 ORDER: 

In the reference (4) cited, a meeting was held on 10.2.2011 in the Committee Hall of the APLC Building, Hyderabad to examine the Assurance No.226 given by the then Hon'ble Minister (Major Industries/P.E.) dealing with regularization of contract employees working in PSUs in the State. The Committee discussed the position of the implementation of the Assurance and also reviewed the payment of minimum wages and extension of leaves including maternity leave to the contract employees on par with the regular employees.

 

2. The Committee desired that a meeting be held in Public Enterprises Department (PED) with the Administrative Departments of the Government to review the position of regularization of contract employees continuing in the PSUs for a long time and a report be submitted to the committee. Accordingly, the Principal Secretary, PED convened a series of meetings with the Secretaries of Administrative Departments in the Secretariat and MDs of PSUs and other officials along with officials of LET & F department and O/o the Commissioner of Labour and discussed the status of regularization of contract employees working in all the PSUs under their administrative control.

 

3. Government issued Orders in G.0.Ms.N0.212, Fin. & Planning (FW PC-III) Deptt., Dt.22.04.1994 and G.O.(P)No.112, Fin. & Plg.(FW PC.III) Dept., dt. 23.7.1997 for regularization of NMRs/daily wages/consolidated and part-time employees in the Government Departments. The Government also issued orders in G.O.Ms.No.3, Finance (SMPC-II) Department, Dt.12.01.2011 enhancing the remuneration of employees working on contract and outsourcing in Govt. Departments.
 

4. In the meetings held by the Principal Secretary, PED, with the Secretaries of Administrative departments, it was noticed that there are no Government orders stipulating guidelines for regularization of contract employees working in PSUs in the State. Similarly, there are no Government orders stipulating uniform service conditions, payment of remuneration and extension of leaves during the contract period

 

5.  Keeping the above position in view, a committee was proposed to be constituted with the following scope:

 

i) To examine existing orders, if any, for regularization of contract employees in all the PSUs under the administrative control of various Govt. Departments, with uniform service conditions, terms of payment of remuneration, extension of leaves including maternity leave to the women employees during the contract period.

 

ii) To examine existing orders, if any, for payment of minimum wages under various Central Acts to Daily wages/NMR/Consolidated/part-time employees including those working on outsourcing and decide uniform wages to be paid to them.

 

iii) To examine the existing orders of Government for service conditions, extension of all leaves etc. to Daily wages/NMR/Consolidated/Parttime employees and decide a uniform policy in the matter for such employees in PSUs.

 
6. Government, after careful examination, decided to constitute a committee of officials with the following members to resolve the issues of regularization, uniform service conditions, terms of payment of remuneration and leaves including maternity leave etc. to the contract and other employees of PSUs.

 

i) Principal Secretary, Public Enterprises Department as: Member Convener

 

ii Principal Secretary, Finance Department as: Member

 

iii) Principal Secretary, LET&F Department as: Member

 

iv) Secretary, GAD (Services) as: Member
