ORDER

According to the programme of selection to be made by the Andhra Pradesh Public Service Commission introduced in G.O.Ms.No.100, General Administration (Ser.A) Department, dated 3-2-1967, and as amended from time to time, the respective appointing authorities or the authorities nominated for the purpose by the Heads of Department, as the case may be, should send the commission estimate of number of vacancies in each service, according to the programme given in Annexure.III thereto. The estimate of the number of vacancies to be filled should cover a period of twelve months following the dates on which the lists of selected candidates are due to be communicated by the Andhra Pradesh Public Service Commission to the appointing authorities according to the above programme.

2. As per the instructions issued in Government Memo.No.1946/Ser.A dt.18-12-1990, 1/3 of the vacancies in respect of retirements in a particular year of recruitment in respect of the posts which are within the purview of the Andhra Pradesh Public Service Commission for making direct recruitment shall be notified in advance to the Commission. But it is the experience, that neither the appointing authorities are notifying the vacancies in time to the Andhra Pradesh Public Service Commission, nor the Andhra Pradesh Public Service Commission is making recruitments as per the time schedule for the various reasons. Thus, there are abnormal delays in the process of recruitments.

As could be seen from the Annexure III to the G.O.Ms.No.103, GAD, dated 3-2-1967 different time schedule is fixed for furnishing requisition, issuing of notifications, conduct of examinations, declaring results, communication of approved lists etc. This has not been followed strictly, for various reasons, resulting the Unit Officers are preparing the estimate of vacancies in each of the categories on different dates. Thus, there is no uniformity which is the important and absence of any recruitment process. It has therefore been felt that there is a need to have uniform standards and absolute clarity in the matter of recruitment and selection of candidates for the Public Services.

4. The issue has been carefully examined. According to Rule 6 of the Andhra Pradesh State and Subordinate Service Rules, 1996 the list of approved candidates for appointment by transfer to a service or a class of service or for promotion shall be prepared during the month of September of every year on the basis of estimate of vacancies and first September of the year shall be reckoned as the qualifying date to determine the eligibility of a candidate for such appointment. It was considered that in case, the same procedure is followed in the case of direct recruitment also, there shall be uniformity in arriving at the estimate of vacancies both in the case of appointment by transfer/promotion and also in the case of direct recruitment. Hence it has been considered that it would be appropriate to follow the programme of selection taking the Cut- off date of 1st September of the year for the purpose of arriving at optimum no. of vacancies for direct recruitment. However, in respect of the vacancies already notified, as on the date of this order the secretary, Andhra Pradesh Public Service Commission who has been consulted has stated in his letter last read above that the commission is also in agreement with the proposal and requested the Government to issue appropriate directions to all the unit officers to follow the programme of selection taking cut-off date as 1st September of every year for the purpose of arriving estimate of vacancies and also to issue necessary amendments to G.O.Ms.No. 103, G.A. (Ser.A) Department, dated 3-2-1967.

5. The Government therefore hereby direct that the present system of arriving at estimate of vacancies as per programme of selection issued in G.O.Ms.No.103, G.A. (Ser.A) Dept., dated 3-2-1967 be dispensed with and, they further direct to follow the programme of selection taking cut- off date as 1st September of the year, for the purpose of arriving at estimate of vacancies in each service which are within the purview of Andhra Pradesh Public Service Commission for making direct recruitment hereafter. However, in respect of the vacancies already notified on the date of this order the procedure indicated in the G.O. first read above be followed limiting into the recruitment of already notified vacancies. Accordingly, para 13 of the G.O.Ms.No. 103, G.A. (Ser.A) Dept., dated 3-2-1967, is deemed to have been amended to this extent. Necessary amendment to Annexure.III of G.O.Ms.No. 103, G.A. (Ser.A) Dept., dated 3-2-1967 will be issued separately.

6. All the Departments of Secretariat/Heads of Departments and appointing authorities/Estimating authorities are requested to follow these orders scrupulously while arriving estimate of vacancies meant for direct recruitment.
