In
G.O.Ms. No. 10, Finance & Planning (PW.FR.I) Department, dated, 10.01.1983
orders were issued that the maximum accumulation of earned leave to all regular
Government Employees is 240 days.
In
the G.O. Ms. No. 172, Finance & Planning (PW.FR.I) Department, dated.
1.7.1974, orders have been issued permitting the regular Government Employees
to surrender leave not exceeding 15 days once in a year without availing leave
and receive leave salary in lieu of the leave so surrendered if the interval is
24 months, the regular Government servants were permitted to surrender the
leave not exceeding 30 days.
In
the G.O.Ms. No.221, Finance & Planning (FW.FR.l) Department, dated
23.08.1974, orders were also issued permitting the temporary Government servants
surrender 15 days of earned leave at their credit as on the date of surrender
leave once at an interval of 24 months.
In
G.O.Ms. No. 294, Finance & Planning (FW.FR.I) Department, dated. 16.11.1988
the facility of encashment of earned leave / P.L. which was kept in abeyance
has been restored. It was however ordered that, since that Budget is formulated
with reference to financial year, the encashment of earned leave / privilege
leave from the year 1989 onwards, shall be from 1st April. To
regulate the expenditure, it was ordered in Government Memo. No.8903/69-A/241/FR.I/
89-1, Finance & Planning (FW.FR.l) Department, dated. 31.3.1989 that the encashment
of earned leave/privilege leave for the financial year 1989-90 shall be
regulated as indicated below.
April & May
1989 - IV employees
June & July
1989 – N.G.Os including Police personnel and teachers.
August & September
1989 - Gazetted Officers
In
Government Memo. No. 8672-N305/FR.I/89- l, dated 13.4. 1989 of Finance &
Planning (FW.FR.l) Department instructions have been issued that the Government
servants who are due to retire before the period fixed for encashment of leave
in Memo. No. 8903/69-N241/FR.I/89-I, Finance & Planning (FR.I) Department,
dated. 31.3.1989, may be allowed to encash the Earned leave if they so desire,
becomes the period when encashment normally becomes due.
In
Memo. No. 313/833/FR.I/89-1, Finance & Planning (FR.I) Department, dated. 1.5.89,
instructions were issued that the encashment facility may be extended to the
officers of All India Services soon after their central postings are received without
waiting for the scheduled period. In the case of Government employees whose
title in the first half of the calendar year is 240 days their title as on 1st
July of the year will lapse unless they are allowed to encash the leave before 1st
July of the year. In such case it was ordered that the facility of encashment
may be before 1st July of the year, if the employees so desire, as
laid down in Memo. No. 313/833/FR.I/89-1, Finance & Planning (FW.FR.I)
Department, dated. 1.5.1989.
For
the financial year 1995-96 and 1996-97 orders have been issued to regulate the
expenditure on account of encashment of "Earned leave vide Government
Memo. No. 7992-A/93/FR.I/95 Finance & Planning (FR.I) Department, dated
13.3.1995, (2) Memo. No. 8593-N266/A2/FR.I/96, Finance & Planning (PW.FR.I)
Department, dated 22.6.96 and Memo. No. 33197/8/788/ A2/FR.I/96, dated.
25.9.1996 as indicated below.
June & July - Class IV employees
September &
October - N.G.Os including police personnel
and teachers
December & January - Gazetted Officers.
For
the Financial years 1997-98 orders have been issued to regulate the expenditure
on account of encashment of Earned Leave vide Memo. No. I 0654 / N185/A2/FR.I/97,
Finance & Planning (FW.FR.I)Department, dated.28.6.1997. (2) Memo. No.
2968/644/A2/FR.I/97, (PW.FR.I) Department, dated. 4.10.1997. (3) Memo. No.
52049-B/1040/A2/FR.I/97, Finance & Planning (PW. FR.I) Department, dated.
22.12.1997.
1. July 97 &
August, 97 - Class IV Employees
2. October 97
& November 97 – All N.G.Os. including police personnel & Teachers
3. Jan. 98 &
Feb. 98 - Gazetted officers including all India officers.
Orders
were also issued permitting the employees including All India Officers whose
earned leave at credit was 240 days as on 30.6.97 immediately vide Memo. No.
26444-N500/A2/Finance & Planning (PW.FR.I) Department, dated.10.7.97
For
the current financial year 1998-99 instructions were issued in Memo. No. 16268-N286/FR.I/98,
dated 23.5.98 to regulate the sanctions for encashment of earned leave to
various categories as indicated below.
1.
July & August 1998 - Class IV employees
2.
October & Nov. 98 - N.G.Os including police personnel & Teachers
3. January 1999
& Feb. 1999 - Gazetted officers including All India Services officers
Further
instructions issued in Memo. No. 8903/69-A/241 / FR.I / 89-1, Finance &
Planning (PW.FR.I) Department, dated 31.3.1989 and in Memo. No.
313/833/FR.I/89-1, Finance & Planning (FW.FR.I) Department, dated, 1.5.89
shall also be followed during the current financial year 1998-99.
The
Andhra Pradesh Secretariat Association, in the representation dated 26.8.1998
has brought to the notice of the Government that some of the employees who are
having earned leave of 226 days to 239 days as on 30.6.98 are being put to loss
as the leave at their credit up to 14 days is getting lapsed. To avoid hardship
to the employees, the association has requested that in the case of employees
who are having earned leave between 226 and 239 days as on 30.6.1998 they may
also be permitted to surrender 15 days without lapse of any day of the Earned
leave to be added on 1.7.98 as per Memo. No. 16268-A/286/ A2/FR.I/98 , Finance
& Planning (FR.I) Department, dated, 23.5.1998.
After
careful examination, the Government have decided to permit those employees who
have a balance of more than 225 days of earned leave before 30th June be
permitted to encash earned leave without waiting for their turn as proposed in
the instructions issued in Memo. No. 16268-A/286/A2/FR.I/98, Finance &
Planning (FW.FR.I) Department, dated. 23.05.1998.
The
Department of Secretariat/Heads of Departments are requested to keep these
instructions in view, while sanctioning encashment of leave during 1998-99.
All
Treasury Officers / Local Fund Audit Authorities / pay & Accounts officer,
Hyderabad and Deputy Financial Advisor projects / Director of Accounts and
Major projects are requested to follow these instructions scrupulously while dealing
with the bills, if any, for encashment of leave during the financial year 1998-99.
