        In exercise of the powers conferred by sub-section (1) of Section 16 of the Andhra Pradesh State Audit Act, 1989 (Act No. 9 of 1989) and in supersession of the Andhra Pradesh Local Fund Audit Subordinate Service Rules issued in G.O.Ms.No. 315, Finance and Planning (Finance Wing Administration II) Department dated the 7th December, 1979, the Governor of Andhra Pradesh hereby makes the following rules for the Andhra Pradesh State Audit Subordinate Service. 

1. Short title and commencement: -

(1) These rules may be called the Andhra Pradesh State Audit Subordinate Service Rules, 2006.
(2) They shall come into force with immediate effect.

2. Constitution: -

The service shall consist of the following categories of posts, namely: -
Category 1: Senior Auditor
Category 2: Junior Auditor

3. Method of Appointment and Appointing Authority: -

Subject to the other provisions in these rules, the method of appointment for the categories specified in Column (1) of the table below shall be as specified in Column (2) opposite thereto and the competent authority to make the appointments shall be the authority as specified in Column (3) thereof: -

1. Senior Auditor

2. Junior Auditor

(ii) By transfer from the category of Typists / Junior Stenographers working in the State Audit Department.

 

(iii) By appointment by transfer from among the Record Assistants working in the State Audit Department.

 

(iv) By appointment by transfer from among the Attenders working in the State Audit Department.

(1) District Audit Officer, State Audit in each District.

 

(2) Deputy Director, State Audit, Andhra University, Waltair in respect of his Office.

 

(3) Deputy Director, State Audit Osmania University, Hyderabad in respect of his Office.

 

(4) Deputy Director, State Audit, Tirumala Tirupati Devasthanams, Tirupati in respect of his Office.

Note:
(a) The appointment by the above methods in respect of the posts of Senior Auditor shall be made in a unit of 9 vacancies as follows: -

1st  Vacancy - Direct Recruitment

2nd  Vacancy - Direct Recruitment

3rd  Vacancy - By promotion from the category of Junior Auditor

4th  Vacancy - Direct Recruitment

5th  Vacancy - Direct Recruitment

6th  Vacancy - By appointment by transfer from the

7th  Vacancy - Direct Recruitment

8th  Vacancy - Direct Recruitment

9th  Vacancy - By promotion from the category of Junior Auditor


Provided that in every fourth cycle, the turn at the 6th vacancy shall go to Typist/ Junior Stenographer of the Directorate.
 

(b) The appointment by the above methods in respect of the posts of Junior Auditor shall be as follows: -

1st Vacancy - Typist/Steno-Typist

2nd Vacancy - Record Assistant/ Attender

3rd Vacancy - Direct Recruitment

4th Vacancy - Direct Recruitment

5th Vacancy - Direct Recruitment

6th Vacancy - Direct Recruitment

 
Note: Provided that, if for any reason, a vacancy in a cycle cannot be filled for want of eligible and qualified candidates, such vacancy arising against a particular tum shallbe allowed to lapse.

4. Age: -

No person shall be eligible for appointment by direct recruitment to the various posts if he or she has completed 28 years of age on the first day of July of the year in which the notification for selection is made.

5. Reservation of Appointment: -

(a) The Rule of Reservation under Rules 22 and 22(A) of the Andhra Pradesh State and Subordinate Service Rules, 1996 shall apply.

 

(b) In the matter of direct recruitment Women candidates shall be selected to an extent of at least 33-1/3% of posts in each category of O.C., B.C., S.C., S.T., Physically Handicapped and Ex-Serviceman quota:

Provided that if sufficient number of women candidates are not available, such vacancies may be filled by men candidates.

6. Qualification: -

No person shall be eligible for appointment to the category specified in column (1) of the annexure by the method specified in the corresponding entry in Column (2) thereof, unless he possesses the qualification specified in the corresponding entry in Column (3) thereof.

7. Probation: -

(a) A person appointed to any of the posts by direct recruitment shall, from the date of joining duty, be on probation for a total period of two years on duty within a continuous period of three years.

 

(b) A person appointed to any of the posts by promotion or by recruitment by transfer, shall from the date on which he commences his probation from the date of joining duty be on probation for a total period of one year on duty within a continuous period of two years:

Provided that in the case of Typists and Junior Stenographers working in the State Audit Department who are approved probationers in that category and who are appointed by transfer as Junior Auditors, it shall not be necessary for them to be on probation again in the category of Junior Auditors and shall be deemed to be an approved probationers in the category of Junior Auditor.

8. Minimum Service: -

(1) No person shall be eligible for appointment by promotion unless he has put in not less than three years of service in the category from which the promotion is made.

 

(2) In the case of Typists and Junior Stenographers, they shall have put in not less than three years of service from the date of commencement of probation in their respective category, for appointment by transfer to the category of Senior Auditor.

 

(3) In the case of promotion to the category of Senior Auditor from the category of Junior Auditor, in respect of persons appointed as Junior Auditors by transfer from the post of Typist/Junior Stenographer, they shall have put in not less than three years of service in both the posts of Typist/Junior Stenographer and Junior Auditor put together, from the date of commencement of probation in the category of Typist/Junior Stenographer.

 

(4) In the case of Record Assistants and Attenders, they shall have put in not less than five years of service from the date of commencement of probation in the respective category for appointment by transfer to the category of Junior Auditors.

 

9. Training: -

(a) A person appointed to the service by direct recruitment shall immediately on appointment undergo training for a period of four months in Accounts and Audit procedures in Dr. Marri Chenna Reddy institute of Human Resources Development, Andhra Pradesh, Hyderabad.

 

(b) Every candidate appointed by direct recruitment shall before undergoing training execute an agreement in the proper from with two sureties binding himself.

(i) to undergo training for a period of four months as provided in clause (a);

(ii) to serve in the State Audit Department for a minimum period of three years on duty after completion of training; and

(iii) to refund to the State Government the total amount drawn by him as pay and allowances excluding travelling allowances while undergoing training in case, he fails to fulfil any of the aforesaid conditions and if he discontinues the training or is discharged from training course for misconduct or any other reason or if he seeks employment outside the State Government.


(c) A person appointed by direct recruitment and sent for training shall be eligible to draw the minimum of the scale of pay with usual allowances admissible to the post to which he has been recruited Provided that Senior Auditors allotted by the Andhra Pradesh Public Service Commission and appointed initially under General Rule 1 0(a) of the Andhra Pradesh State and Subordinate Service Rules, pending imparting induction training and deputed to training later, shall be eligible for the pay drawn immediately before deputation to training during the training period;

 

(d) The period of training shall count for probation, seniority, increments, pension and leave.

10. Tests: -

Every person appointed by direct recruitment as Senior Auditor shall pass the State Audit Departmental Test within the period of probation.

11. Unit of Appointments: -

For purpose of recruitment, appointment, discharge for want of vacancy, seniority, promotion, transfer and appointment as full member, the unit of appointment shall be specified in the table below:

Provided that the posts in the above categories in the office of the Director of State Audit and attached offices shall be filled in by persons from the corresponding units of appointments in the ratio of the basic cadre strength of the posts in each of the unit. The persons so drawn from the units are liable to be transferred back to their respective units.

12. Transfer and Postings: -

The Deputy Director of State Audit in the case of Senior Auditors and District Audit Officers of State Audit in the case of Junior Auditors shall be the authorities competent to effect Transfers and postings within the unit specified in Column (3) of the table under Rule 11. The transfers of the persons to and from the Directorate shall be made by the Directors.

13. Savings: -

Nothing in these rules shall affect the appointment made in accordance with the repealed rules issued earlier.

Must possess a Degree of a University in India established or incorporated by or under a Central Act or a State Act or any other equivalent qualification. 

Must have passed the State Audit Departmental Tests.

(i) Must have undergone training prescribed for direct recruits to the post of Senior Auditor.

(ii) Must have passed State Audit Departmental Test. 

2. Junior Auditor

(i) By Direct Recruitment

(ii) By transfer from the category of Typists/ Junior Stenographers working in the State Audit Department.

 (iii)By transfer from the category of Record Assistant and Attender working in the State Audit Department.

(a) A Pass in Intermediate Examination or any equivalent examination. 

(b) Preference shall be given to the passouts of Intermediate Vocational Courses in (i) Office Assistantship and (ii) Accounting and Taxation.

 

   Must have undergone the training prescribed for direct recruits to the post of Junior Auditor Provided further that typists, Junior Stenographers who have put in a service of not less than three years and passed Departmental Tests of State Audit Department conducted by the Andhra Pradesh Public Service Commission are exempted from undergoing the training for the purpose of appointment by transfer as junior Auditor.

 

(i) A pass in Intermediate examination or any equivalent examination.

(ii) Must have undergone training prescribed for direct recruits to the post of Junior Auditor.
