1. Comprehensive instructions indicating
the guidelines for departmental Promotion Committees have been issued and
communicated in a hook form to all Departments by Genl. Admn. (DPC) Department;
Among others, the orders/instructions issued in regard to appointment of
employees to the higher post while disciplinary proceedings are pending against
the officers have been detailed in Part V of the book. The said orders are
enunciated in the references cited.
2. Inspite of the comprehensive instructions
issued, an instance has come to the notice of the Government where a
Departmental Promotion Committee recommended to pass over certain candidates
for promotion in a casual manner without clearly indicating the basis on which
it has arrived at that conclusion. It is also observed some cases that the
grounds on which some candidates were sought to be passed over were in fact
unsustainable.
3. It is felt that there seems to be lack
of clarity with regard to the existing circulars and instructions and the
procedure for dealing with the promotion of a person who is otherwise fit but
is facing an enquiry and also the cases of persons who are under punishment
during the relevant period. In view of the above, it is felt expedient to
reiterate the instructions issued in the references cited and the Chairman of
the D.P.Cs are requested to scrupulously follow the same and whenever it is
decided to pass over the name of an employee while drawing up the panel, the
D.P.C. should clearly indicate the reasons for such passing over in its
proceedings. It should not appear that the D.P.Cs. have taken the matter of
drawing up or panels while considering the cases or the candidates for
promotion.
